Please Join Us as We Bid A Fond Farewell to FCRHA Chairman Conrad Egan
Chairman Conrad Egan has served as Providence District Commissioner on the Fairfax County Redevelopment and Housing Authority (FCRHA) since 1997 and has served as Chairman of the FCRHA since 2000.  During his tenure on the FCRHA, he has distinguished himself as a leader in promoting affordable housing programs and has served on numerous FCRHA and county committees including holding leadership positions on the Affordable Housing Preservation Action Committee where as co-chair he played a key role in implementing the Affordable Housing Preservation Initiative and securing the Penny for Affordable Housing Fund.

Board Approves New Initiative to Address Home Foreclosures
On Monday, June 30, the Fairfax County Board of Supervisors authorized a new initiative to address the foreclosures within the county. The initiative is a three-pronged approach designed to address the current foreclosure problem and help stabilize impacted neighborhoods while increasing the opportunities for additional workforce housing. Fairfax County Workforce Housing Summit Materials and Photos
On Wednesday, June 25, Fairfax County, in partnership with the ULI Terwilliger Center for Workforce Housing and Freddie Mac, hosted a Workforce Housing Summit to discuss the pressing need for workforce housing in Fairfax County; the link between workforce housing and easing traffic congestion problems; and potential strategies for providing more workforce housing to ensure the continued success of the county’s corporations, institutions and governmental services in attracting and retaining workers. The Summit began a dialogue with area employers to engage them in the issue of the need for additional workforce housing in Fairfax County and to heighten awareness of the negative impacts on the community and transportation when the workforce cannot afford to live where they work.  The event included keynote addresses by Robert Thomson, a.k.a. “Dr. Gridlock,” of The Washington Post and Roger K. Department of Housing and Community Development Director Selected as Treasurer for the National Association of Local Housing Finance Agencies
Department of Housing and Community Development (HCD) Director Paula C. Sampson was recently elected as treasurer of the National Association of Local Housing Finance Agencies (NALHFA) at the association’s Spring Educational Conference in Los Angeles.   Ms. Sampson has initiated and actively supported numerous projects and new affordable housing initiatives in her years of service to Fairfax County including Fairfax County’s Affordable Housing Preservation Initiative, an initiative which has preserved more than 2,200 units of affordable housing since its launch and generated tens of millions of dollars for the preservation of affordable housing.

Mortgage Clinics Offered to Aid Threatened Homeowners
The Virginia Foreclosure Prevention Task Force will hold a series of regional Mortgage Clinics on Saturday, June 14 and Saturday, June 21 from 9 a.m. to 5 p.m. On June 14, the clinics will be held in Richmond at the Greater Richmond Convention Center, 403 N. Two Fairfax County Redevelopment Housing Commissioners Re-Appointed
On April 28, 2008, the Board of Supervisors re-appointed Commissioner Albert McAloon, Lee District, and Commissioner Will Jasper, At-Large Commissioner to the Fairfax County Redevelopment and Housing Authority (FCRHA). FCRHA Commissioners serve four-year terms. Commissioner Albert McAloon has served on the FCRHA since July 1995 and Commissioner Will Jasper has served since June 1997.

Non-Profit Dialogue Focuses on FCRHA Annual Housing Authority Plan
Residential Studio Zoning Ordinance Amendment also on Agenda
On May 9, 2008, representatives of non-profit organizations and other interested citizens gathered to provide input on the Fiscal Year 2009 Fairfax County Redevelopment and Housing Authority (FCRHA) Annual Public Housing Authority Plan and related issues.  Staff from the Department of Planning and Zoning (DPZ) also provided a briefing and answered questions on the planned proposal for a Zoning Ordinance amendment related to Residential Studio units.  This “Non-Profit Dialogue” was the fifth in a series of conversations with the FCRHA’s non-profit partners initiated by HCD Director Paula C. Sampson in 2006.

AHOME Receives 2008 HAND Housing Achievement Award 
Congratulations to AHOME who has received a 2008 HAND Housing Achievement Award for its work with the Fairfax County 2007 Workforce High-rise Housing Policy and Program Adoption.  Each year, HAND (the Housing Association of Non-profit Developers) presents the achievement awards to recognize best practices in affordable housing projects, programs and organizations during the proceeding year.   The Fairfax County Workforce Policy and Program was created by the Fairfax County Board of Supervisors in the Fall of 2007 through amendments  to the Fairfax County Comprehensive Plan and Zoning Ordinance,  and adoption of an associated Board Policy. The program, which germinated through the work of the High-rise Panel and the dedication of AHOME and other supporters, encourages the voluntary development of new housing affordable to a range of moderate-income workers in Fairfax County’s high-rise/high-density areas. This proffer-based incentive system provides for a density bonus of up to one unit for every workforce unit provided by a developer, with the expectation that at least 12 percent of units in new developments be affordable or workforce housing.

FCRHA Commissioner Lee Rau Receives AHOME Award
Fairfax County Redevelopment and Housing Authority Commissioner Lee Rau, a Reston resident in the Hunter Mill District, was recognized by AHOME for his leadership of the Fairfax County High-rise Panel which was the driving force behind the adoption of Fairfax County new Workforce Housing Program.  Commissioner Rau lead the High-rise Panel for more than a year and a half.  AHOME honored Commissioner Rau by presenting him with the President’s Award for his dedication and influence on an affordable housing policy in Fairfax at a ceremony held in March.

Analysis of Workforce Housing and Affordable Homeownership Initiatives
The Fairfax County Board of Supervisors requested an analysis of the workforce housing and affordable homeownership initiatives in response to the January 22, 2008 Forbes.com article titled “America’s Richest Counties.” Fairfax County was named the “richest” county for the year 2007 based on its median household income of $100,318. Ten of the twenty jurisdictions ranked by wealth in the article were in the immediate Washington, DC area and its outer suburbs.

FY 2009 Budget Highlights—Affordable Housing Remains a Priority
The Board of Supervisor’s met on Monday, April 21, 2008, for their annual budget mark-up session.  Based on the declining revenue stream from local real estate taxes, the FY 2009 budget process was difficult and required spending reductions as well as a three cent tax rate increase.  The Board, in an 8-2 vote, agreed to fully fund the One Penny for Affordable Housing.  This issue was the subject of much discussion, including a proposal to discontinue the funding.  It should be noted that no funds from the One Penny will re-directed to fund staff. The Board of Supervisors officially adopts their recommended FY 2009 budget on Monday, April 28, 2008.

Magnet Housing Program has been selected as the winner of the 2008 Thomas H. Muehlenbeck Award for Excellence in Local Government
Fairfax County’s Magnet Housing Program has been selected as the winner of the 2008 Thomas H. Muehlenback Award through the Alliance for Innovation for Excellence in Local Government. The Thomas H. Muehlenback award recognizes one local government and its program in the United States for demonstrating outstanding achievements. The Magnet Housing program was selected among 82 entries! In addition to receiving the Thomas H. Muehlenback award, three individuals may be selected to receive an internal champion award.

Reston Interfaith Launches 'HOUSE' Program With $500,000 Grant From Freddie Mac and Project-Based Vouchers from HCD/RHA
On March 31, the Board of Supervisors voted to implement its 10-year Plan to Prevent and End Homelessness, a comprehensive strategy focused on moving from "managing" homelessness to ending it using the "Housing First" model.  The Housing First model calls for rapid re-housing of the homeless, with supportive services provided once the individual or family is in a unit.  Fairfax County's non-profit partners are playing a critical role in implementing this strategy.  Reston Interfaith, in partnership with the Fairfax County Redevelopment and Housing Authority (FCRHA) and the Freddie Mac Foundation, kicked-off its new Housing OpportUnities Strengthens Everyone (HOUSE) program on Tuesday, April 22. The Freddie Mac Foundation provided a $500,000 grant to launch the program, and the FCRHA is providing federally-funded Project-Based Vouchers.  Thirty-four townhomes will be immediately available in the Reston and Herndon areas for HOUSE applicants.  For more information, please contact Reston Interfaith at 571-323-9555.

Fairfax County Redevelopment and Housing Authority to Bid Farewell to Chairman Conrad Egan and Sully District Commissioner John Litzenberger
The Fairfax County Redevelopment and Housing Authority (FCRHA) will bid farewell to two members of its authority over the next couple of months.  Commissioner John Litzenberger, Sully District, was appointed to serve on the Fairfax County Planning Commission effective in January.  His last meeting with the FCRHA will be May 1.  Commissioner Litzenberger has been a longtime supporter of community service in Fairfax County.

The Fairfax County Board of Supervisors will hold a public hearing on Monday, March 31 at 4 p.m. in the Board Auditorium of the Fairfax County Government Center, 12000 Government Center Parkway, Fairfax, Virginia, on the Proposed Consolidated Plan One-Year Action Plan for FY 2009. The Proposed Consolidated Plan One-Year Action Plan for FY 2009 identifies the proposed use of funds for the four federal programs with an estimated amount of $8.8 million:  Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), Emergency Shelter Grant (ESG), and Housing Opportunities for Persons with AIDS (HOPWA).

FCRHA Chairman Conrad Egan to Receive Katherine K. Hanley Public Service Award
Conrad Egan, chair of the FCRHA, will be honored on Tuesday, March 25, 2008 at the annual Board of Supervisors Breakfast as the 2008 recipient of the Katherine K. Hanley Public Service Award.  He is the fifth recipient of this prestigious award, which is bestowed annually by Leadership Fairfax, Inc. Previous winners include: Kate Hanley, former Board of Supervisors Chairman; Verdia L. Haywood, deputy county executive; Peter Murphy, chairman of the Planning Commission; and Marlene Blum, citizen activist and community leader.

FCRHA Adopts FY 2009 Annual Plan for Public Housing and Housing Choice Voucher
Housing Authority to Receive Further Policy Recommendations Based on Public Input
On Thursday, March 6, the Fairfax County Redevelopment and Housing Authority (FCRHA) approved the submission of its Public Housing and Housing Choice Voucher Annual Plan Update for FY 2009 to the U.S. Department of Housing and Urban Development (HUD).  This plan update is required by the Quality Housing and Work Responsibility Act (QHWRA) of 1998, and submission to HUD is a requirement for receipt of federal Public Housing and Housing Choice Voucher funds.

SPECIAL LEGISLATIVE ALERT UPDATE
“Proffer Bill” Deferred to 2009 General Assembly Session
2/29/2008 UPDATE:  The House of Delegates Rules Committee voted yesterday to continue (defer) Senate Bill 768 to the 2009 session of the Virginia General Assembly.  This action comes after the bill narrowly passed the Virginia Senate over the objections of the Virginia Association of Counties, affordable housing advocates and many Northern Virginia jurisdictions, including Fairfax County.  The Fairfax County Board of Supervisors Legislative Committee, with seven Board members present, voted to oppose the bill on January 18, 2008; the Board subsequently reaffirmed its opposition to the bill on several occasions.

HCD Rated High Performer Once Again!
The Fairfax County Department of Housing and Community Development has received a high performance rating for FY 2007 in the United States Department of Housing and Urban Development (HUD) Public Housing Assessment System (PHAS). HCD scored 93 out of a possible 100 points and received a perfect score of 30 points on the financial indicator for the FY 2007 audited submission. HCD has been a consistent "high-performer" since HUD created PHAS in 2002.

Chesterbrook Residences Hosts Dedication Ceremony

On Sunday, Feb. 10, Chesterbrook Residences, Fairfax County’s first mixed-income assisted living facility, hosted a dedication ceremony for the property.  Containing 97 units (85 one-bedroom and 12 two-bedroom units), Chesterbrook will be home for up to 109 residents, 62 years of age and older who need assistance with at least one “activity of daily living,” such as bathing/dressing, feeding, personal care, medication coordination and monitoring of safety.

FCRHA Approves Purchase of Units at Halstead
The Fairfax County Redevelopment and Housing Authority (FCRHA), subject to the approval of the Board of Supervisors has authorized the purchase of up to four units at Halstead at the Metro I and II Development near Dunn Loring (Providence District).  The property will include 445 condominiums total, twelve of those units will be Affordable Dwelling Units (ADUs).  The four units approved for purchased by the FCRHA will become part of Fairfax County’s Rental Program and include 2 one-bedroom, one bath units; 1 one-bedroom, one-bath unit; and 1 two-bedroom, two-bath unit.  The rents for all four units will be affordable to households make up to 50% of the Area Median Income (AMI). The remaining eight ADUs will be sold until the Fairfax County First Time Homebuyers Program.

“Proffer” Bill Passes State Senate Finance Committee
Senate Bill 768 Would Eliminate Voluntary Contributions for Affordable/Workforce Housing through Rezoning Process.  Parks, Road Improvements, Schools Also Impacted.

2/7/2008 UPDATE:  Senate Bill 768, which proposes drastic changes to the land use “proffer” system and could have a significant negative impact on affordable/workforce housing in Fairfax County, passed the Virginia Senate Finance Committee on Wednesday, Feb. 6 and could be considered by the full Senate on Monday, February 11.  In addition to negatively impacting affordable/workforce housing, the bill could also prevent Fairfax County from receiving contributions for schools, parks, road improvements and a variety of other vital public facilities and improvements currently produced via the proffer system. On Friday, Jan. 18, the Board of Supervisors Legislative Committee (with seven Board members present) voted to oppose Senate Bill 768.

Cuts Announced in CDBG and ESG Funding, HOME to Get Slight Increase
A reduction of more than $233,000 (3.8%) in Community Development Block Grant (CDBG) funding for FY 2009 was recently announced by HUD and will impact some affordable housing and community development initiatives funded through the program.  In the past three years, cuts have resulted in more than a 13% reduction from the FY 2006 level. The Fairfax County Department of Housing and Community Development (HCD) will be analyzing the impacts that these new reductions will have on programs and services in FY 2009.

Permanent Financing Established for Three Preserved Affordable Housing Properties
In December 2007, the Fairfax County Redevelopment and Housing Authority (FCRHA) closed on permanent financing for three Affordable Dwelling Unit projects: The Bryson at Woodland Park (condominium units) and Fair Oaks Landing (townhomes) in the Hunter Mill District and East Market (condominium units) in the Springfield District.  The financing for all three properties is through a low-interest $7.5 million dollar line of credit with United Bank.  By utilizing the United Bank line of credit, the FCRHA maximizes its use of limited County resources; thereby, making funds available to purchase additional affordable housing projects.

James Lee Community Center Receives Award
The James Lee Community Center was awarded the Tree Planting award at the 2007 Land Conservation Awards on Friday, Jan. 18 at the Fairfax County Government Center. The James Lee Community Center (Providence District) was recognized in the Tree Conservation category for an outstanding job of replacing trees that were unavoidably destroyed due to development of the Center.

FCRHA Provides Additional Financing for Chesterbrook Residences
On January 16, 2008, Chesterbrook Residences, Inc. (CRI) closed on a $275,000 loan for Chesterbrook Residences.  The funds come from the Housing Trust Fund.  In addition, CRI executed an amendment to its loan agreement executed on March 2006, so that it could draw down $100,000 in funds to be used for construction.  Chesterbrook Residences is an assisted living facility that opened in November 2007 in McLean, Virginia in the Dranesville District, with units that serve low income households as well as market rate units.  In addition to this loan in the amount of $275,000, funding includes a Housing Trust Fund loan of $1,229,000 and a CDBG loan in the amount of $250,000.  CRI also received a loan from Virginia Housing and Development Authority (VHDA) and has raised more than $1 million in donations for Chesterbrook.

FCRHA Adopts FY 2009 Strategic Plan – Action Plan

At its meeting on December 13, 2007, the Fairfax County Redevelopment and Housing Authority (FCRHA) adopted its Fiscal Year 2009 Strategic Plan – Action Plan, covering July 1, 2008 through June 30, 2009, pending final action by the Board of Supervisors on the county budget plan in April 2008.  The Action Plan, which provides an overview of the major FCRHA activities and projects – and their anticipated FY 2009 outcomes – in strategic areas such as affordable housing preservation, affordable housing for seniors and persons with disabilities and other special needs, homeownership, and new affordable housing production, incorporates input and suggestions offered by residents of Fairfax County and interested organizations.

FCRHA Releases Draft FY 2009 Public Housing Authority Plan for Comment

Public Hearing on HUD-Mandated Plan Scheduled for March 6, 2008
At its meeting on December 13, 2007, the Fairfax County Redevelopment and Housing Authority (FCRHA) authorized the release for public comment of its draft Annual Plan for Public Housing and Housing Choice Voucher for Fiscal Year 2009, and the scheduling of a public hearing on the Plan.  The FCRHA invites all interested residents to review and comment on the draft Plan, which is mandated by the Federal Quality Housing and Work Responsibility Act of 1998.  Through this plan, the FCRHA will advise the United States Department of Housing and Urban Development (HUD), residents of FCRHA-owned housing, and the public of the FCRHA’s mission to serve the needs of low-income and very low-income families for Housing Choice Voucher and Public Housing assistance, and the FCRHA’s strategy to address those needs.

Announcement of Awarding of Project-Based Vouchers from October 2007 Applications
In October 2007, the Fairfax County Redevelopment and Housing Authority announced the availability of up to 111 Housing Choice Vouchers for Project-Based Rental Assistance (PBA) for existing housing rented to qualified households.  The FCRHA ranked each application based upon weighted selection criteria giving overall priority to applications that indicated the ability to begin to use the vouchers by December 1, 2007. Vouchers were awarded to applying housing providers based on the highest total score who also met the minimum thresholds.

FCRHA Chairman Nominated for Lawrence V. Fowler Award
Fairfax County Redevelopment and Housing Authority chairman Conrad Egan was nominated by Supervisor Linda Q. Smyth for the prestigious Lawrence V. Fowler award in Fairfax County.  The award recognizes the achievements of those longstanding members of county boards, authorities, commissions or committees.  Mr. Egan is a longstanding advocate for affordable housing in Fairfax County and a national expert on issues associated with affordable housing.  He has served on the FCRHA since 2000 and as chairman since 2001.

FCRHA Authorizes Purchase of Seven New Affordable Dwelling Units
The FCRHA has approved the purchase of up to four Affordable Dwelling Units (ADUs) at the Northampton Development in the Lee District and up to three ADUs at Stockwell Manor Development in the Dranesville District.  The units at both properties will have income limits set at 70% of the Area Median Income, but rents will be affordable to households making 50% of the AMI.  All units will be three-bedroom and will be added to the stock of units in the FCRHA’s Fairfax County Rental Program.

New Acquisition Largest Ever by FCRHA
Fairfax County closed on their acquisition of Wedgewood Apartments (Braddock District) on Thursday, Nov. 28. The 672 unit property was built in phases between 1963 and 1967, and is located on 34.8 acres off of Heritage Drive in Annandale. Currently, rents are affordable to households with incomes at an average of approximately 65 percent of the Washington Metropolitan Area Median Income.

Board of Supervisors Housing, Human Services Committees to Focus on Draft Homelessness Plan

Beeman Commission Interim Report Also on Agenda
The Board of Supervisors will receive a draft Implementation Plan for consideration and discussion at a joint meeting of its Housing and Human Services Committees on Monday, November 26.  The proposed implementation plan is based on a Board-endorsed blueprint to achieve the goal of ending homelessness in ten years, using the “Housing First” approach.  The purpose of the meeting is to advance the dialogue on homelessness to discussion of key elements and changes needed for the current system to shift from “managing homelessness” to a system of “ending homelessness.”  It is anticipated that the final Implementation Plan will be presented for consideration and adoption to the Board in March 2008.

Fairfax County Housing Choice Voucher Program Earns Perfect Score—Plus!
The Fairfax County Department of Housing and Community Development has been awarded a better than perfect score in the U.S. Department of Housing and Urban Development’s Section 8 Management Assessment Program (SEMAP).  HCD scored 150 points out of a possible 145 points—gaining bonus points for the agency’s performance.  This 103% rating designates HCD as a high performer under the SEMAP system.

Fairfax County Redevelopment and Housing Authority Awards CHDO Funds to RPJ Housing and Reston Interfaith Housing Corporation
The Fairfax County Redevelopment and Housing Authority (FCRHA) has awarded a total of $368,608 in FY 2008 HOME Program Community Development Organization (CHDO) funds to RPJ Housing and Reston Interfaith Housing Corporation to acquire affordable housing for low income families in Fairfax County.  The award of $224,250 to RPJ Housing will be used to acquire one single family detached house to serve a large (5 or more person) household with very love income (below 30% of the Area Median Income).  The award of $144,358 to Reston Interfaith will be used to purchase one unit for a household is below 50% of the Area Median Income.  The affordability period of both units will be for at least a minimum period of 30 years.

Pathway Homes, Inc. has been awarded the Virginia Housing Award for the Best Housing Organization in Virginia, which will be presented at the annual Governor’s Housing Conference Nov. 14-16 in Roanoke. The Fairfax County Affordable Housing Advisory Committee has released its FY 2007 report on the Penny for Affordable Housing Fund and the Board of Supervisors’ Affordable Housing Preservation Initiative. FY 2007 was the second year for the Penny Fund, an unprecedented dedication by the Board of one penny of the real estate tax rate – or about $21.9 million in FY 2007 – to preserve at-risk affordable housing in Fairfax County.

Board Adopts Workforce Housing Zoning Ordinance Amendment and Related Policy

On Monday, Oct. 15. 2007, the Board of Supervisors adopted an amendment to the Fairfax County Zoning Ordinance, and an associated Board Policy, providing an administrative mechanism for the county’s new Workforce Housing Program. On Sept. 24, 2007, the Board adopted amendments to the Fairfax County Comprehensive Plan creating this innovative new program, which encourages the voluntary development of new housing affordable to a range of moderate-income workers in Fairfax County’s high-rise/high-density areas.

Meeting Our Mission
In the Sunday, Sept. 30, edition of the Washington Post an article appeared which characterized Fairfax County public housing as serving “hundreds of families” with high incomes.  This article portrayed an inaccurate description of the county’s Public Housing program.   While the headline implied that Fairfax County serves the rich, the article clearly acknowledges that 99% of our Public Housing Program serves those with low and moderate incomes.  Fairfax County is meeting its mission-- the median income of those in Public Housing is $16,404. Please click here to view an informational sheet that addresses the Fairfax County Public Housing Program and provides accurate data on the Program. Inquiries on this matter or other affordable housing in Fairfax County may be directed to the Department of Housing and Community Development’s Public Affairs Office at 703-246-5104 or via e-mail to rha@fairfaxcounty.gov.

Community Action Advisory Board Issues “State of the Poor” Report
Document Highlights Challenges Facing Fairfax County’s Low-Income Population
The Fairfax County Community Action Advisory Board (CAAB) has published its new “State of the Poor” report for 2007.  Drawing from a variety of data sources, CAAB’s report looks at the county’s low-income population from a number of perspectives, including poverty, self-sufficiency, employment, health and housing, among others.  The report cites Census data stating that five percent of Fairfax County’s population – or about 51,544 people – were living in poverty in 2005.   The report defines poverty as a family of four earning less than $20,650 per year in 2007.

VHDA Plans Could Severely Impact the Use of 40% Tax Credits
The Virginia Housing Development Authority (VHDA) is planning to recommend to its Board in November that 4% low income housing tax credits not be awarded to projects that include permanent and construction tax-exempt bond financing where the construction bond financing is greater than the permanent bond financing. The tax credit program requires that, in order to be eligible for tax credits, the costs financed through tax-exempt bonds must be at least 50% of the total eligible basis and land costs.

FCRHA Considering an Allocation of Project-Based Housing Choice Vouchers
At its Sept. 20 meeting, the FCRHA will consider a proposal to convert up to 111 Section 8 rental subsidy vouchers to project-based. Under new federal regulations, interested developers must compete for an allocation of the vouchers. The project-based vouchers are especially useful to the owners/developers of affordable housing as the rental subsidy stays with the property.

Homestretch Preserves Units in Falls Church
In July 2007, Homestretch acquired two condominium units in the Falls Church area.  Homestretch is a nonprofit that has been providing transitional housing and supportive services to low-income homeless families throughout Fairfax County since 1990.  Homestretch acquired the two bedroom condominiums with the aid of $125,000 per unit in Community Development Block Grant (CDBG) funds.  The funds were awarded to Homestretch through the Consolidated Community Funding Pool, a two-year competitive funding cycle combining County general funds and CDBG.  Homestretch will use the units to house two homeless families.

Re-Election of FCRHA Chairman and Vice-Chairman
At their annual meeting in July 2007, the Fairfax County Redevelopment and Housing Authority re-elected Commissioner Conrad Egan, Providence District, and Commissioner Ronald Christian, Braddock District, as chairman and vice-chairman respectively.  This will be the sixth term for both the chairman and vice chairman.  Conrad Egan is the President and CEO of the National Housing Conference.  Ronald Christian is Director of Lutheran Housing Services.

At the request of the Board of Supervisors, the Fairfax County Department of Housing and Community Development (HCD) has developed a report on the county’s affordable housing programs and funding sources.  The report, “Analysis and Matrix of Fairfax County Affordable Housing Programs and Funding Sources”, includes an overview of the incomes served by Fiscal Year 2007 funds, and a matrix detailing all of the county’s major affordable housing programs, the incomes they serve, and the funding for each program in FY 2007.

Reappointments to the Fairfax County Redevelopment and Housing Authority
Fairfax County Redevelopment and Housing Authority (FCRHA) Vice-Chairman Ron Christian, Braddock District, and Commissioner Marty Dunn, Dranesville District, have been reappointed to the FCRHA by their respective Board of Supervisors members. Commissioner Christian was originally appointed to the FCRHA in April 1999. Commissioner Dunn was appointed to the FCRHA in August 1997.

FCRHA Approves Partial Funding for Olley Glen
At their meeting on June 21, the FCRHA authorized, subject to approval by the Board of Supervisors, the reallocation of funds up to $1,891,476 million for partial financing for the development of Olley Glen in the Braddock District. Olley Glen is the third phase of construction on the Little River Glen Campus, which already includes 120 units of independent senior living, a senior center, adult day health care and Braddock Glen Assisted Living facility.

Funds Approved for Two Local Non-Profits for Acquisition of Affordable Housing
Two local non-profits, Robert Pierre Johnson Housing Development Corporation and Good Shepherd Housing and Family Services were recently awarded CDBG funding for the acquisition of additional affordable housing units in the county. RPJ was awarded $450,000 in CDBG funds, which they will use to purchase a property to be used as a single-room occupancy group home for persons suffering from chronic mental illness and whose income is 30% of the Area Median Income (AMI) or below. Good Shepherd Housing and Family Services was awarded $652,000 in CDBG funds and will use the funds to acquire five units for affordable housing in the Richmond Highway area. The units will be rented to households that are very-low and low to moderate income and are now either homeless or are on the verge of becoming homeless.

Paula Sampson Appointed to the Steering Committee for the ULI Workforce Housing Terwilliger Center
In the largest individual contribution ever made to the Urban Land Institute, developer Ronald Terwillger of Trammell Crow Residential, has committed $5 million to create the ULI Terwilliger Center for Workforce Housing. The center will identify innovative solutions to barriers to affordable workforce housing and address ways to promote its development. Plans call for the Center to create models of mixed income workforce housing design, development and financing that can be replicated nationwide. Initially, the Center will focus on three markets—Atlanta, Washington, D.C. and southeast Florida. Paula Sampson, Director of the Fairfax County Department of Housing and Community Development has been named to the Steering Committee for the Washington area along with private developers, experts in the real estate industry, homebuilders, regional non-profits and representatives from Montgomery County and the District.

Affordable Housing Advisory Committee Meeting Time Extended
At the March 23, 2007 meeting, the Affordable Housing Advisory Committee agreed to extend its meeting times to three hours. Starting with the June 22, 2007 meeting, all Advisory Committee meetings will be scheduled for 9:00 am to 12:00 pm.  In addition, per the direction of the Advisory Committee, meeting agendas will include an estimated time for each topic, subject to the approval of the Committee’s co-chairmen.

Paula C. Sampson Reelected to Board of Directors for the National Association of Local Housing Finance Agencies
Paula C. Sampson, Director, Fairfax County Department of Housing and Community Development has been reelected to the Board of Directors for the National Association of Local Housing Finance Agencies (NALHFA).  This is Ms. Sampson’s second term serving on NALHFA’s Board, and the term will run until Spring 2009.  In addition to her work with Fairfax County and NALHFA, Ms. Sampson also serves on the Board of Directors for the National Community Development Association (NCDA).

Leverage : The Key to Understanding the Success of the One Penny
Entering into its third fiscal year, the Penny for Affordable Housing Fund has proven to be a successful and effective tool for preserving affordable housing units for a wide variety of Fairfax County families. The Penny Fund was adopted by the Board of Supervisors with the intent of serving a range of incomes—the very low income (50% of the Area Median Income {AMI} and below) and low income (60% of the AMI), to workforce housing (up to 100% of the AMI) and first-time homebuyers (120% of the AMI). The FCRHA Refinances Cedar Ridge Apartments in Order to Undertake Extensive Rehabilitation
On March 29, 2007, the FCRHA refinanced the bonds on the Cedar Ridge Apartments, a 198 unit low income apartment complex located in Reston, Virginia.  A combination of the bond proceeds, low income housing tax credit equity, and limited county funds are being used to refiance the existing debt on the property and undertake approximately $4.6 million in rehabilitation on the property.
