Developing the “Housing Blueprint”: A Model of Collaboration
Non-Profits, Advocates Worked Together to Realize Board Policy Vision
The endorsement of the “Housing Blueprint” by the Fairfax County Board of Supervisors in late January was the culmination of a months-long collaborative process led by the Department of Housing and Community Development, working with other county agencies, non-profit housing and social service providers and advocates. This process was a model of effective community policy-making, which produced a consensus for a new direction in Fairfax County’s affordable housing efforts.

SPECIAL LEGISLATIVE ALERT
Virginia Senate Considering Critical Change to Cash Proffers for Affordable Housing
A committee of the Virginia Senate is now considering an important change to pending legislation concerning local housing funds which could have a significant negative impact on affordable housing in Fairfax County. The version of House Bill 960, which is expected to be acted on by the Senate Local Government Committee on Tuesday, March 2, provides explicit authority for localities that have not already done so to establish local housing funds for the purpose of making grants and loans. However, the amended version of the bill now being debated would prohibit the use of voluntary cash contributions, or proffers, received via the land use (rezoning) process to provide capital for such housing funds and could prohibit the use of cash proffers in already established housing funds, such as Fairfax County's Housing Trust Fund.

Housing Blueprint
Supervisor Catherine Hudgins, Chair of the Housing Committee of the Board of Supervisors, plans to bring the “Housing Blueprint” to the Board for its endorsement on Tuesday, Jan. 26. The Blueprint is an outgrowth of the Board’s discussion at its summer retreat and its desire to shift the emphasis in housing policy from the preservation of affordable housing to serving those with the greatest need and other priority areas. Pathway Homes Acquires Three Units With NSP Funds
Pathway Homes, Inc., a local non-profit that was awarded Neighborhood Stabilization Program (NSP) funds in 2009, has recently closed on three units acquired using the NSP funds. Located in the Fairfax County portion of Alexandria, VA, these three units will give Pathway Homes the ability to provide affordable rental housing and comprehensive supportive services to nine adults that are diagnosed with serious mental illness/and or substance abuse. As a part of a five-unit commitment, the remaining two units are expected to be acquired by spring 2010
.
The Fairfax County Board of Supervisors and the Fairfax County Redevelopment and Housing Authority (FCRHA) awarded Federal Neighborhood Stabilization Program (NSP) Funds in May 2009 under the Silver Lining Plus Foreclosure Purchase Program to three non-profits including: Pathway Homes, Inc, Reston Interfaith Housing, and Christian Relief Services of Virginia.
Pathway Homes, Inc. is a non-profit organization dedicated to providing supportive services and affordable housing to adults with serious mental illnesses in Northern Virginia. |

Partnership for Permanent Housing Program Finalist for NHC 2009 Pioneering Housing Strategies Award
PPH Program Featured on NHC Website
In 2009, the Department of Housing and Community Development (HCD) and its partners in the Partnership for Permanent Housing Program (PPH) were named a finalist by the National Housing Conference (NHC) in their Pioneering Housing Strategies Awards competition. For the week of January 4, NHC will highlight HCD and the PPH program on the NHC website at: http://www.nhcopenhouse.org/2010/01/nhc-2009-pioneering-housing-strategies.html. NHC commends PPH for its “full-scope” approach to providing stability for families by concentrating on the wide range of issues related to poverty and homelessness.

Rising Housing Costs Despite Lower Home Prices

Housing costs are rising, despite the drop in home prices, according to a new study released by the Center for Housing Policy. Although the onset of the foreclosure crisis created a buyer’s market, with lower home prices, the report examines the effects of recent housing market turbulence on housing affordability.

New Deputy County Executive – Patricia Harrison
Patricia (Pat) Harrison was appointed by the Fairfax County Board of Supervisors in September 2009 as the new Deputy County Executive for Human Services. Since September, Pat has worked alongside Deputy County Executive Verdia Haywood and will transition into Verdia’s duties upon his retirement later this month. As the new Deputy County Executive for Human Services, she will oversee Fairfax County Department of Housing and Community Development (HCD) and other human service agencies including: Department of Administration for Human Services, Department of Systems Management for Human Services Health Department, Department of Community and Recreation Services, Department of Family Services , Juvenile and Domestic Relations District Court Services, Fairfax-Falls Church Community Services Board and Office to Prevent and End Homelessness.

Chairman Bulova Delivers State of the County Address
On Friday, Dec. 18, Fairfax County Board of Supervisors Chairman Sharon Bulova delivered her State of the County address, which highlighted the board’s accomplishments over the past year and focusing on future challenges with the current economic crisis. Chairman Bulova addressed affordable housing and redevelopment and specifically discussed:
- First-Time Homebuyer’s Silver Lining Initiative,
- Counseling services provided to 700 families at risk for losing their homes,
- Neighborhood Stabilization Program (NSP) funds provided to non-profit organizations to help them buy foreclosed properties to convert them into affordable rental properties,

Notes From Fairfax County Five-Year Consolidated Plan FY 2011 – 2015 Public Input Forums
Fairfax County conducted three public forums in late October and early November to help identify housing and human service needs to be addressed in the county’s FY 2011-2015 Five Year Consolidated Plan. Forum participants had an opportunity to take part in small group discussions designed to gather information on the housing, community development and human services needs of county residents, and needs for services to be provided by community-based organizations as well as to provide input on how well the county is performing in meeting these needs.The final plan will be approved by the Board of Supervisors and submitted to the U.S. Department of Housing and Urban Development (HUD) in May 2010. HCD Recognized for Two GIS Excellence Awards
The Fairfax County Department of Housing and Community Development (HCD) was selected the winner of two awards at the county’s annual 2009 Geographic Information Systems (GIS) Excellence Award ceremony held on Wednesday, Nov. 18 at the Fairfax County Government Center. HCD, represented by Krystal Workman and Diane Jenkins, was selected as the winner for the Best Exhibit in this year’s GIS Day exhibition based on visitor votes. Over 175 visitors registered and voted. This is HCD’s third year in a row to receive this award. Krystal, GIS Spatial Analyst for HCD, also was awarded second place for Best GIS Cartographic Product for her map of Fairfax County featuring local attractions to be framed in Chairman Bulova’s office. This map was also won People’s Choice for Best Overall Map.

The Passing of Patricio (Pat) Montiel
Patricio (Pat) Montiel, Chief, Housing Rehabilitation, Department of Housing and Community Development (HCD) passed away suddenly at his home early Monday morning, Nov. 16. Pat began with the county in 1979. After a brief break in service in 1999, he returned to HCD in 2005 to continue his service to the residents of Fairfax County. Non-Profit Dialogue Focuses on FY 2011 FCRHA Strategic Plan
On Thursday, Nov. 12, 2009, representatives of non-profit organizations and other activists gathered to provide input on the Fairfax County Redevelopment and Housing Authority (FCRHA) Strategic Plan – Action Plan for FY 2011. Staff from the Department of Housing and Community Development gave a presentation on the major trends affecting affordable housing in Fairfax County, and provided a preview of the types of activities anticipated to be included in the FY 2001 Plan. A copy of the presentation can be found here.
It is anticipated that the draft FY 2011 Plan will be presented to the FCRHA committees for consideration and comment in December 2009, and will be brought forth for approval in January 2010. |

Workforce Housing Shortage to Grow in the DC Area
According to a new report by the Urban Land Institute, despite lower home prices in the Washington DC metropolitan area, there is a shortage of 40,000 affordable workforce housing units near employment centers that will continue to grow until the economy improves. While the D.C. area median household income is $102,700 for a family of four, twenty-three percent of the 2 million households in the D.C metropolitan area are considered workforce households with incomes from 60 to 100 percent of the area median income. Fairfax County Awards Funds to Local Non-Profits for Affordable Housing
The Fairfax County Board of Supervisors and Fairfax County Redevelopment and Housing Authority has awarded more than $1.7 million to seven non-profit partners for the acquisition and rehabilitation of affordable rental housing. The funding is part of a larger allocation of $2,076,070 made available to non-profits through a Request for Proposals (RFP) and includes funds from the federal Neighborhood Stabilization Program (NSP), Community Development Block Grant-Recovery (CDBG-R) Program, and HOME Investment Partnerships (HOME) Program. Opening of Public Comment Period for Five-Year Plan for FY 2010 – 2014 and Annual Plan for Public Housing and Housing Choice Voucher Program
Interested residents are being provided an opportunity for public comment on proposed revisions to the Five-Year Plan and Annual Plan for Public Housing and Housing Choice Voucher during the period of Monday, Nov. 2, 2009, to Wednesday, Dec. 16, 2009. Through this updated plan, the FCRHA will advise the United States Department of Housing and Urban Development (HUD), residents of FCRHA-owned housing, and the public of the FCRHA’s mission to serve the needs of low-income and very low-income families for Housing Choice Voucher and Public Housing assistance, and the FCRHA’s strategy to address those needs. Fairfax County’s Partnership for Permanent Housing Program Receives NACCED Award for Excellence
Fairfax County’s Partnership for Permanent Housing Program (PPH) won the 2009 National Association for County Community and Economic Development (NACCED) Award of Excellence in the HOME Investment Partnerships Program category. Doug Lynott, Senior Program Manager at HCD, accepted the award at the NACCED 34th Annual Community and Economic Development Conference held Tuesday October 6, 2009 in Chicago, Illinois. Since its launch as a pilot program in 2006, PPH has established itself as a well structured and successful model for moving homeless families into permanent housing and homeownership while creating a foundation for sustainable self-sufficiency.

Fairfax County Housing Choice Voucher Program Earns High Performer Rating Again!
The Fairfax County Department of Housing and Community Development (HCD) has been awarded a better than perfect score in the U.S. Department of Housing and Urban Development’s Section 8 Management Assessment Program (SEMAP). HCD scored 148 points out of a possible 145 points—gaining bonus points for the agency’s performance. This 102% rating designates HCD as a high performer under the SEMAP system for FY 2009.

Fairfax County Receives Fiscal Year 2010 HUD Grant Awards
Fairfax County received approval from the U.S. Department of Housing and Urban Development of its Consolidated Plan One-Year Action Plan for Fiscal Year (FY) 2010 and the total grant assistance of $8,953,939. The award covers three programs:
Community Development Block Grant (CDBG) Program $5,982,304
HOME Investment Partnerships (HOME) Program $2,707,657
Emergency Shelter Grant (ESG) Program $ 263,978

“ …A Community that Cared…”
“Who is Kate Hanley? …I don’t know, but she must have been a part of a community that cared…,” reads the placard in the brightly colored entrance of the Kate Hanley Shelter, the newest shelter for homeless families in Fairfax County, VA.
This quote was the first thing that caught my eye during my recent site visit with the newly formed Fairfax-Falls Church Partnership to Prevent and End Homelessness. Nested in a middle- to upper-income neighborhood near the government center in Fairfax County, the Kate Hanley Shelter is an example of how a community that cares has come together around the issue of homelessness.

Availability of Consolidated Annual Performance and Evalution Report (CAPER) FISCAL YEAR 2009
The Fairfax County Department of Housing and Community Development has prepared a Consolidated Annual Performance and Evaluation Report (CAPER) for Fiscal Year 2009. The FY 2009 CAPER evaluates the county’s use of Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), Emergency Shelter Grant (ESG), and Housing Opportunities for Persons with AIDS (HOPWA) program funds for the period from July 1, 2008, through June 30, 2009. Members of the public are invited to review the draft report and provide comments before the final draft is submitted to the U.S. Department of Housing and Urban Development (HUD).

Stimulus Funds at Work on FCRHA Properties
In spring 2009, the Fairfax County Redevelopment and Housing Authority was awarded a $2.3 million grant from the U.S. Department of Housing and Urban Development (HUD) for the renovation and modernization of the county’s Public Housing properties. These funds are now at work at several Public Housing properties. Properties currently under renovation include Robinson Square (Braddock District) where work includes the replacement of siding and trim with a product that is impervious to termites is fireproof and will not need regular painting. New roofs are also being installed. The Atrium, Lee District, is also under renovation and is receiving new roofs, exterior paint and heat pumps.Click here to read the full story... |

HUD Approves Fairfax County Plan for Homelessness-Related Stimulus Funds
New Federal Dollars Provide Kick-Start for County Plan to End Homelessness
On July 21, the United States Department of Housing and Urban Development (HUD) notified Fairfax County that it had approved the county’s plan to use $2.4 million in federal stimulus funds, under the Homelessness Prevention and Rapid Re-Housing Program (HPRP). Permanent Financing Approved for Wedgewood Apartments:
Bonds Sold on August 4
Using a creative structure, the FCRHA and the county have successfully completed the permanent financing of Wedgewood Apartments in the Braddock district. The financing will result in $4 million being returned annually to the county to be used for affordable housing or other purposes.
The Fairfax County Redevelopment and Housing Authority (FCRHA) authorized the issuance and competitive sale of $94 million of Government Bonds (the Bonds) to provide permanent financing for Wedgewood Apartments (Braddock District). The FCRHA also authorized the reallocation of $1,900,000 from Housing Trust Fund and $9,842,000 from the Penny for Affordable Housing Fund to pay down the interim financing of $104,105,000 which matures October 1, 2009. Another $2,500,000 was also provided from Wedgewood net operating income.

FCRHA Elects Chairman and Vice-Chairman
The Fairfax County Redevelopment and Housing Authority (FCRHA) elected Ronald F. Christian, Braddock District, and Elisabeth Lardner, Mount Vernon District, as chairman and vice-chairman respectively, at its meeting on Thursday, July 23.
This is Mr. Christian’s second term as Chairman of the FCRHA following seven years of service as Vice Chairman. He is Director of the Lutheran Housing Services. Mr. Christian has deep roots in Fairfax County, and has been involved in the community, in various active roles, for the last 30 years. In addition to serving on the FCRHA, he is the founder and past chair of Faith Communities in Action; and a past member of the county’s Long Term Care Coordinating Council. He has long been active in the county mission to provide decent and affordable housing to the families, seniors and disabled residents of Fairfax County.

Board of Supervisors Approves HOME Funds for Rehabilitation Project at
Hopkins Glen
On Monday, July 13, 2009 the Fairfax County Board of Supervisors approved the reallocation of $427,764 in project funds within Fund 145, HOME Investment Partnerships Program. HOME funds will be used to pay a portion of the cost to upgrade the HVAC and plumbing systems.
Hopkins Glen was built in 1969, and purchased by the FCRHA in 1984. The 90-unit affordable multifamily property owned by FCRHA is located off of Route 29/Lee Highway near the Merrifield intersection of Lee Highway and Gallows Road in the Providence district.

Board of Supervisors Focuses on Affordable Housing at Retreat
On Monday, June 29 and Tuesday, June 30, the Board of Supervisors held a retreat at Frying Pan Farm Park in Herndon to discuss a variety of critical issues facing Fairfax County, including countywide goals and priorities pertaining to transportation, land use and affordable housing. The Tuesday, June 30 morning session focused entirely on the county’s approach to addressing affordable housing. The Board first reviewed and discussed the housing goals and objectives outlined in the Policy Plan element of the county’s Comprehensive Plan. As a part of this discussion, Board members shared their thoughts on issues such as the redevelopment of older neighborhoods, providing affordable assisted living, and ensuring that affordable housing is built near the new Metrorail corridor. There was a general agreement among Board members that the overall policy in the Plan remains valid. The Board also discussed the need for affordable housing in the county, and directed staff to provide additional information to define the need. The Board also reached a consensus that public resources should be directed to serving extremely low-income households earning 30 percent of the Area Median Income.
In terms of next steps, it is anticipated that staff will provide recommendations about new approaches as well as the potential future use of the Penny for Affordable Housing Fund at a meeting of the Board Housing Committee in the fall. To view a summary of notes from the Board retreat, click here.

FCRHA Provides Financing to Preserve Strawbridge Square
The Fairfax County Redevelopment and Housing Authority (FCRHA) provided $5,040,000 in federal Community Development Block Grant (CDBG) funds to Wesley Strawbridge, L.P. for the acquisition and rehabilitation of the 128-unit Strawbridge Square Apartments. The project, located in the Mason District, will provide 127 affordable units for households with incomes up to 50 percent and 60 percent of the Area Median Income. Six of the units will be fully accessible for persons with disabilities. When completed, the property will feature upgrades in kitchens, bathrooms, Heating Ventilating and Air Conditioning (HVAC) systems, energy efficient appliances and other interior and exterior improvements.
Virginia Housing Development Authority (VHDA) provided $10.5 million in debt financing for the project and $9.39 million in low income housing tax credits.

HUD Awards FCRHA 100 Housing Choice Vouchers for the Family Unification Program
On Thursday, July 2 the U.S. Department of Housing and Urban Development (HUD) announced the award of 100 Housing Choice Vouchers with $1,183,440 in funding to the Fairfax County Redevelopment and Housing Authority for the Family Unification Program (FUP). The Program provides voucher assistance to families that need adequate housing to unite them with their child(ren) currently in foster car or provide stable housing for young adults exiting the foster car system. Since 1993, FCRHA in partnership with Fairfax County Department of Family Services (DFS) has administered the Family Unification Program resulting in reducing the number of children in foster car and homeless children.

Fairfax County Public Housing Waiting List to Close June 30, 2009
The Fairfax County Redevelopment and Housing Authority (FCRHA) will be closing the Public Housing Program waiting list as of June 30, 2009 until further notice. Applicants on the waiting list prior to June 30, 2009 will remain on the list and continue to be processed, but applicants are required to update their application status any time there is a change of address or family composition. Applications will continue to be accepted for the waiting lists for the Fairfax County Rental Program (FCRP), including multi-family and senior housing properties. Qualified applicants are encouraged to apply for the FCRP online at http://www.fairfaxcounty.gov/rha/.

Additional NSP Funds Awarded for Non-Profit Purchase of Foreclosed Properties
Fairfax County has been awarded an additional $1,000,000 in federal Neighborhood Stabilization Funds by the Commonwealth of Virginia. These funds will be provided to county non-profits through no-interest, deferred share equity loans to purchase foreclosed properties in designated areas of need within the county for rental housing to very low income (50% or below AMI; currently, $51,350 or below for a family of four) families and persons with disabilities and special needs. Requests for Proposals (RFP) for interested non-profits will commence in July 2009. To qualify, non-profits must meet the following criteria: 1) must be an approved 501 (c) (3) organization; 2) must have a successful track record in owning and managing real estate; and (3) must be in sound financial condition, as determined by the county. Further information on the RFP will be sent to non-profits via e-mail during the first two weeks of July. For the selected non-profits, the anticipated Board of Supervisors approval date for funding awards is October 5, 2009. Governor’s Housing Forum Held at Fairfax County Government Center
On Monday, June 8, Governor Kaine, along with U.S. Senators Jim Webb and Mark Warner; Congressmen Frank Wolf, Jim Moran and Gerry Connolly; Northern Virginia state legislators, and more than 200 citizens gathered at the Fairfax County Government Center to discuss housing issues and proposed solutions with the community, local government officials, mortgage brokers and realtors, homebuilders and housing advocates. The forum provided the opportunity for an exchange of information with a number of ideas brought to the attention of officials by the various attendees. During the discussion, government officials reiterated their desire to promote action and legislation that would be effective in helping with the issue of housing. FCRHA Welcomes New Dranesville Commissioner
Richard C. Sullivan has been appointed as the new Dranesville Commissioner for the Fairfax County Redevelopment and Housing Authority (FCRHA). Mr. Sullivan has a twenty-year career as a litigator with extensive experience in trial and appellate work in Virginia and jurisdictions around the country. He possesses particular expertise in areas such as product liability, construction and real estate-related litigation, employment, intellectual property, and contract disputes. He is a 15-year member and former chairman of the Virginia State Bar/Virginia Bar Association Joint Committee on Alternative Dispute Resolution and a member of the Virginia Bar Association Board of Governors, among a distinguished list of other affiliations. Mr. Sullivan is also an active member in his community. His service to the community includes involvement with the Fairfax Consumer Protection Commission, Virginia Civics Commission, Fairfax Law Foundation Board of Directors and the Chairman’s Advisory Board, United States Institute of Peace. He has also served as a former member of the Board of Directors for Homestretch and president of Legal Services of Northern Virginia. Mr. Sullivan’s first meeting with the FCRHA as Dranesville Commissioner will be in June. He is serving in the unexpired term of former Commissioner Martin Dunn, who is moving from Northern Virginia. |

The purpose of this notice is to provide an opportunity for public comment on a proposed amendment to the Fairfax County Consolidated Plan One-Year Action Plan for FY 2009 to incorporate funding and activities under the new Homelessness Prevention and Rapid Re-Housing Program (HPRP). The HPRP was established under Title XII of the American Recovery and Reinvestment Act of 2009. HPRP funds are resources provided by the U.S. Department of Housing and Urban Development (HUD) to provide financial assistance and services to prevent individuals and families from becoming homeless or help those who are experiencing homelessness to be quickly re-housed and stabilized. The provision of this opportunity for comment is in accordance with the county’s Citizen Participation Plan for substantive amendments to the Consolidated Plan.

- "Beltway Burden" report: The committee received a briefing on the new report from the Urban Land Institute Terwilliger Center for Workforce Housing titled “Beltway Burden: The Combined Cost of Housing and Transportation in the Greater Washington, DC Metropolitan Area.” Led by Michael Pitchford, Chief Executive Officer of the Community Preservation and Development Corporation, and co-chair of the DC Steering Committee for Terwilliger Center, the briefing highlighted the findings of the report as they relate to Fairfax County, and included a demonstration of the on-line calculator developed as part of the report which can be used to provide housing and transportation cost estimates for current and potential residents of the area.

Fairfax County Department of Housing and Community Development (HCD) in partnership with The Northern Virginia Affordable Housing Alliance has announced that they will provide six scholarships for non-profit housing development partners working in Fairfax County to attend an upcoming affordable housing finance educational conference and training.
The National Association of Local Housing Finance Agencies (NALHFA), in cooperation with George Mason University, will be offering certification and continuing education units (CEU) for completion of specialized training in affordable housing finance. The conference will be held at the Hyatt Regency Capitol Hill, Washington, DC, April 16 – 18.

Foreclosures in Fairfax County Decline
For the first time in 11 months, the number of net, bank-owned foreclosures in Fairfax County fell below 2,000 in February. Though still higher than previous years, the latest numbers reflect 1,723 properties in foreclosure, down from 2,008 at the end of December 2008. This marks a five-month decline since September in the county’s foreclosure rate. The change is comprised of 794 properties coming out of foreclosure (re-sold by the lender to a new owner), partially offset by 509 additional properties added to the foreclosure list. On average through February, properties that have been re-sold were generally in active foreclosure status (deed in the name of the lender) for approximately 4 months. |

Fannie Mae Announces REO Program for Non-Profits and Public Entities
Fannie Mae has announced a program designed to move foreclosed homes from their portfolio back into the homeownership or rental stock with the help of non-profit and public entities. The Fannie program fits nicely with the rules and requirements of the new Neighborhood Stabilization Program (NSP). Fairfax County has been awarded $2.8 million in NSP funds and is making $1 million available directly to non-profits. The Fannie REO program will sell “pools” of foreclosed homes – usually a minimum of 10—to states and localities as well as non-profits. The program claims to offer an expedited sales process and a 15% discount. HCD is not endorsing this program, but simply making the information available to our non-profit partners. Silver Lining Plus Foreclosure Purchase Program for Non-Profits
The Fairfax County Dept. of Housing and Community Development (HCD) announces the availability of $1,000,000 in funds under the federal Neighborhood Stabilization Program (NSP) to address the current foreclosure problem and help stabilize impacted neighborhoods in Fairfax County. This is a request for proposals for acquisition and rehabilitation projects only. Service and housing administrations proposals will not be accepted. Properties must be acquired within designated areas of greatest need as identified in the RFP. Funding may be provided to non-profits to acquire and rehabilitate foreclosed properties for the purpose of providing rental housing for low-income households at 50% or below Area Median Income (AMI). Funding will be provided in the form of deferred, no interest loans. Cost recovery allowances are allowed up to $10,000 in the form of grants. Additional funds are available for rehabilitation under the Home Improvement Loan Program.

FCRHA Honors Louise Milder On Her Retirement
At its January meeting, the Fairfax County Redevelopment and Housing Authority (FCRHA) recognized Louise Milder, Associate Director of Real Estate Finance, HCD, for her sixteen years of service to the FCRHA and the citizens of Fairfax County. Throughout her career, Louise Milder has worked diligently to assist in the production, acquisition and preservation of affordable housing for Fairfax County low and moderate income families including playing a critical role in developing financing packages for such properties as Stonegate Village Apartments and Crescent Apartments (Hunter Mill District); Murraygate Village Apartments (Lee District); and Wedgewood Apartments (Braddock District).

On Friday, Jan. 30, the U.S. Department of Housing and Urban Development (HUD) approved the plan from Fairfax County and awarded $2,807,300 in Neighborhood Stabilization Program (NSP) funds to assist the county in addressing the high foreclosure rate and declining home values in certain areas of the county. HUD's new Neighborhood Stabilization Program (NSP) will provide targeted emergency assistance to state and local governments to acquire and redevelop foreclosed properties that might otherwise become sources of abandonment and blight within their communities.

The Virginia Department of Housing and Community Development (VDHCD) will be conducting input sessions related to the administration of the Affordable Housing and Special Needs Housing Program in late January and early February 2009. VDHCD would like your input, and developers will meet to survey and share their opinions on the effectiveness and impact of the program. The AHP/SNH Program provides funding to current and potential housing developers working with VDHCD to produce affordable housing units for low income Virginians and affordable housing units for special needs populations (older adults, and individuals with disabilities and/or experiencing chronic homelessness).

Board of Supervisors Approves Proposed Comprehensive Agreement With JPI For Development of The Residences at the Government Center
On Monday, Dec. 8, the Fairfax County Board of Supervisors approved the proposed Comprehensive Agreement with JPI Development Services, L.P. for the development and operation of “The Residences at the Government Center." Under the contract to the ground lease, over the next 24 months, JPI will develop the designs, prepare the site plan and go through the process of seeking zoning and site plan approvals from Fairfax County for the development. This process will include public hearings and another open house hosted by JPI which will be scheduled in 2009.

Board of Supervisors Approves Strawbridge Square Apartments Preservation Plan
On Monday, Dec. 8, 2008 the Fairfax County Board of Supervisors authorized financing in the amount of $5,040,000 for Strawbridge, LP, an affiliate of Wesley Housing Development Housing Corporation (WHDC) to acquire, rehabilitate and preserve Strawbridge Square Apartments in the Mason District. The funds come from a federal Community Development Block Grant (CDBG) 108 loan. Strawbridge, LP intends to apply for 9% non-competitive low income housing tax credits from Virginia Housing Development Authority (VHDA) available in 2009. The property will continue to be operated as affordable housing for low and moderate income households.

FYI: Fairfax Connector Fare Increase in January
The Fairfax County Board of Supervisors approved an increase in bus fares and the elimination of paper transfers for Fairfax Connector bus service, effective January 4, 2009. Public meetings were held in November to receive comments from the public regarding the proposed fare increases. The last fare increase for Fairfax Connector occurred in 2004.

HCD Director Meets With Head of New Federal Housing Finance Agency
As a member of the executive committee and Board of Directors of the National Association of Local Housing Finance Agencies (NALHFA), Paula Sampson – Director of HCD—met with James Lockhart, the director of the new oversight board of the Federal Housing Finance Agency (FFHA). This new entity was created by Congress this year to provide oversight to Fannie Mae and Freddie Mac as well as the Federal Home Loan Banks. When Fannie and Freddie went into conservatorship in September, FFHA became the conservator for these two agencies. The purpose of the meeting was to share with Director Lockhart the importance and need for Fannie and Freddie to again be active in the affordable housing finance market. Paula Sampson discussed issues relevant to Fairfax County including the need for first mortgage financing in order for the County’s Silver Lining and Silver Lining Plus foreclosure programs to be successful as well as the need for permanent financing and tax credit purchasers for multifamily preservation projects. Others attending the meeting included NALHFA board members from Miami-Dade, FL, Atlanta GA, Austin TX and Minneapolis, MN as well as the executive director of NALHFA and the Deputy Director of the U.S. Conference of Mayors. |

On Monday, Dec. 8, the Fairfax County Board of Supervisors will hold a public hearing on the proposed Comprehensive Agreement with JPI Development Services, L.P. for the development and operation of “The Residences at the Government Center” in the Springfield District. In addition, the proposed Comprehensive Agreement, which includes as attachments the ground lease and the contract to the ground lease, has been posted on the county web site by the Department of Purchasing and Supply Management and is available at http://www.fairfaxcounty.gov/dpsm/solic.htm for public comment. The Fairfax County Department of Housing and Community Development (HCD) was selected the winner of two awards at the county’s annual 2008 Geographic Information Systems (GIS) Excellence Award ceremony held on Wednesday, Nov. 19 at the Fairfax County Government Center. HCD, represented by Krystal Workman and Diane Jenkins, was selected as the winner for the Most Significant Progress in the use of GIS technology for spatial analysis and high quality maps detailing the agency’s activities and assets.

State Eligible to Receive $38.7 Million in Federal Foreclosure Relief Funds; Input Session Planned
The Virginia Department of Housing and Community Development is requesting public input on its proposed program design for the Neighborhood Stabilization Program (NSP). The NSP was authorized as part of the Housing and Economic Recovery Act of 2008, with a goal of assisting in the redevelopment of abandoned and foreclosed homes and residential properties. The State is eligible to receive $38.7 million in NSP funds, which will be treated as an extension of the Community Development Block Grant (CDBG) program and administered by the Virginia Department of Housing and Community Development (DHCD). The State’s use of the funds will be guided by a substantial amendment to its Consolidated Plan – Annual Action Plan. This amendment, which constitutes the program design for Virginia’s use of NSP funds, must be submitted to the United States Department of Housing and Urban Development (HUD) by December 1, 2008.

Through this updated plan, the FCRHA will advise the United States Department of Housing and Urban Development (HUD), residents of FCRHA-owned housing, and the public of the FCRHA’s mission to serve the needs of low-income and very low-income families for Housing Choice Voucher and Public Housing assistance, and the FCRHA’s strategy to address those needs.

Fairfax County’s Workforce Housing Program Receives Virginia Housing Award
Fairfax County’s Workforce Housing Program has been selected as winner of the Virginia Housing Award for the Best Housing Program in Virginia. The award was presented to Fairfax County Department of Housing and Community Development at the 2008 Virginia Governor’s Housing Conference in Hampton, Virginia on Thursday, Nov. 13.
The Virginia Housing Awards recognizes Virginia’s most successful, innovative and effective housing efforts in the following four categories: Best Housing Program or Service, Best Housing Revitalization/Preservation Effort, Best Housing Development and Best Housing Organization overall.
The Best Housing Program award reflects the county’s innovative approaches to address the need of affordable workforce housing including Magnet Housing; a new Workforce Housing Policy; a Workforce Housing Summit to engage the local business community; and the utilization of the county land for development of workforce housing. |

Analysis of Fairfax County Affordable Housing Programs and Funding Sources in FY 2008
Fairfax County, through significant financial investments in affordable housing programs, continues to serve a wide spectrum of households with a broad range of incomes. The total investment by Fairfax County in affordable housing programs in FY 2008, based on the FY 2008 revised budget, was $106,500,621. In the Department of Housing and Community Development (HCD), the largest portion of that investment – more than $56 million or 53% in FY 2008 – is going to households earning 30 percent or below of the current Area Median Income (AMI) of $99,000. In addition, no program or preserved property in FY 2008 had an average income or rent affordability over 80% of the AMI.

CCFAC’s Annual Public Hearing - Nov. 18
The Consolidated Community Funding Advisory Committee (CCFAC) invites you to a public hearing that is being held to receive comments on housing, community development and human services needs and Fairfax County’s Consolidated Plan performance. The Consolidated Plan is a federal requirement from HUD that combines the broad planning requirements of the National Affordable Housing Act of 1990 with the annual applications and reporting for the HUD-funded programs that are administered by Fairfax County. Information from this public hearing also will be used to prepare the Consolidated Plan One-Year Action Plan for FY 2010 and to educate the residents of Fairfax County concerning community needs. Fairfax County Has One of the Country’s Largest Municipal Bond Sales Despite the Credit Crisis
Despite the ailing credit market in recent weeks, the Fairfax County Redevelopment and Housing Authority sold a $105 million bond anticipation note (BAN) to Banc of America Securities LLC, the investment banking subsidiary of Bank of America. The interest rate of 2.594 percent was excellent and a reflector of the high quality of Fairfax County credit.

On Tuesday, Oct. 14, 9 a.m.-11 a.m., the Fairfax County Department of Housing and Community Development (HCD) will host a meeting with non-profits to educate non-profits to participate on the Neighborhood Stabilization Program. The funding for Fairfax County is $2,807,300. This funding will flow to the county through the Community Development Block Grant (CDBG) Program under the Housing and Economic Recovery Act of 2008 and may be used to purchase, or finance the purchase of foreclosed homes, as well as provide counseling services. The county has been anticipating this funding and expects to use the funds as part of its new “Silver Lining” Program.

Highlights from the Fairfax County Affordable Housing Advisory Committee FY 2008 Progress Report
At their September 26 meeting, the Affordable Housing Committee reviewed the progress of the Penny for Affordable Housing Fund for FY 2008. During FY 2008, the Penny Fund met or exceeded the expectations set forth in the Board’s “Overriding and Guiding Principles” for the Fund. A total of 791 units of affordable housing were preserved in FY 2008 bringing the total number of units preserved since the Initiative’s launch in 2004 to 2,224 units (as of June 30, 2008). In addition to the $22.7 million in One Penny Funds committed in FY 2008, a total of $1,021,974 in federal HOME Investment Partnership (HOME) funds and $1,076,450 in federal Community Development Block Grant (CDBG) funds were committed to affordable housing preservation transactions in FY 2008.

Fairfax County Redevelopment and Housing Authority Takes Another Big Step Toward The Construction Of Olley Glen Senior Housing
On August 26, 2008, the Fairfax County Redevelopment and Housing Authority (FCRHA) closed on permanent financing for the construction of Olley Glen senior residences in the Braddock District. When complete, Olley Glen will consist of 90 units of independent living for seniors of low to moderate income. The project is the third phase of the Glens at Little River which currently consists of Little River Glen, 120 units for independent senior living and a senior center, and Braddock Glen, 60 units of assisted living and an adult day health care center.

Fairfax County to Host Fiscal Year 2010 Budget Community Dialogue Meetings
Fairfax County is projecting a budget deficit of more than $400 million for FY 2010 (beginning July 1, 2009), which must be addressed through a combination of spending reductions and other strategies. To respond to this challenge, Fairfax County Government and Fairfax County Public Schools will host 20 community dialogue sessions to gather comments from the public, and will use that input as a key factor to help guide the development of criteria for making budget decisions. In August, the Fairfax County Department of Housing and Community Development (HCD) announced the availability of Community Housing Development Corporation (CHDO) set-aside funds under the federal HOME Investment Partnerships Program (HOME). Project proposals are being solicited to construct, acquire, or rehabilitate affordable housing. Up to $402,624 is available for HOME CHDO funds based on the federal requirement to set-aside at least 15% of the county's annual funding under the HOME Program for CHDO-eligible activities. The “Housing and Economic Recovery Act of 2008” makes critical changes to Low-Income Housing Tax Credits and Tax-Exempt Bonds, establishes a new national housing trust fund, creates a new independent regulator for Freddie Mac and Fannie Mae and extends additional credit to those organizations, and establishes a new Federal Housing Administration foreclosure prevention program, among other provisions. The Fairfax County Redevelopment and Housing Authority (FCRHA) elected Ronald F. Christian, Braddock District, and Lee A. Rau, Hunter Mill District, as chairman and vice-chairman at their meeting on Thursday, July 24. After a distinguished career and more than ten years of service to the FCRHA, former Chairman Conrad Egan resigned from the FCRHA effective July 23.

HCD Rated High Performer For 7th Year in a Row!
The Fairfax County Department of Housing and Community Development has received a high performance rating for FY 2007 in the United States Department of Housing and Urban Development (HUD) Public Housing Assessment System (PHAS). HCD scored 93 out of a possible 100 points and received a perfect score of 30 points on the financial indicator for the FY 2007 audited submission. HCD has been a consistent "high-performer" for the 7th year in a row since HUD created PHAS in 2002.

FACETS Marks Twenty Years of Serving Fairfax County
Fairfax Area Christian Emergency and Transitional Services, Inc. (FACETS) celebrated its 20th Anniversary on July 19 at Holy Trinity Lutheran Church in Falls Church. The event was open to the public and included live entertainment, food and the presentation of the first annual FACETS Spirit Award to the non-profit’s founder, Linda D. Wimpey.

Good Shepherd Reaches Housing Goal
Good Shepherd Housing, a Fairfax County non-profit organization that recently accomplished its goal of acquiring 10 housing units for the Mount Vernon Village II Scattered Site Homes project during FY 2007 - 2008. To complete this project, Good Shepherd purchased two properties with Community Development Block Grant (CDBG) funding administered through the Department of Housing and Community Development (HCD) on June 12 and June 30.

Chairman Conrad Egan has served as Providence District Commissioner on the Fairfax County Redevelopment and Housing Authority (FCRHA) since 1997 and has served as Chairman of the FCRHA since 2000. During his tenure on the FCRHA, he has distinguished himself as a leader in promoting affordable housing programs and has served on numerous FCRHA and county committees including holding leadership positions on the Affordable Housing Preservation Action Committee where as co-chair he played a key role in implementing the Affordable Housing Preservation Initiative and securing the Penny for Affordable Housing Fund.

Board Approves New Initiative to Address Home Foreclosures
On Monday, June 30, the Fairfax County Board of Supervisors authorized a new initiative to address the foreclosures within the county. The initiative is a three-pronged approach designed to address the current foreclosure problem and help stabilize impacted neighborhoods while increasing the opportunities for additional workforce housing. These approaches include: Assistance to Homeowners in Distress, the Silver Lining Initiative and Neighborhood Preservation Efforts. Fairfax County Workforce Housing Summit Materials and Photos
On Wednesday, June 25, Fairfax County, in partnership with the ULI Terwilliger Center for Workforce Housing and Freddie Mac, hosted a Workforce Housing Summit to discuss the pressing need for workforce housing in Fairfax County; the link between workforce housing and easing traffic congestion problems; and potential strategies for providing more workforce housing to ensure the continued success of the county’s corporations, institutions and governmental services in attracting and retaining workers.
The Summit began a dialogue with area employers to engage them in the issue of the need for additional workforce housing in Fairfax County and to heighten awareness of the negative impacts on the community and transportation when the workforce cannot afford to live where they work. The event included keynote addresses by Robert Thomson, a.k.a. “Dr. Gridlock,” of The Washington Post and Roger K. Lewis, FAIA, Professor Emeritus, University of Maryland and columnist for The Washington Post.

Department of Housing and Community Development Director Selected as Treasurer for the National Association of Local Housing Finance Agencies
Department of Housing and Community Development (HCD) Director Paula C. Sampson was recently elected as treasurer of the National Association of Local Housing Finance Agencies (NALHFA) at the association’s Spring Educational Conference in Los Angeles. Ms. Sampson has initiated and actively supported numerous projects and new affordable housing initiatives in her years of service to Fairfax County including Fairfax County’s Affordable Housing Preservation Initiative, an initiative which has preserved more than 2,200 units of affordable housing since its launch and generated tens of millions of dollars for the preservation of affordable housing.

Mortgage Clinics Offered to Aid Threatened Homeowners

Non-Profit Dialogue Focuses on FCRHA Annual Housing Authority Plan
Residential Studio Zoning Ordinance Amendment also on Agenda
On May 9, 2008, representatives of non-profit organizations and other interested citizens gathered to provide input on the Fiscal Year 2009 Fairfax County Redevelopment and Housing Authority (FCRHA) Annual Public Housing Authority Plan and related issues. Staff from the Department of Planning and Zoning (DPZ) also provided a briefing and answered questions on the planned proposal for a Zoning Ordinance amendment related to Residential Studio units. This “Non-Profit Dialogue” was the fifth in a series of conversations with the FCRHA’s non-profit partners initiated by HCD Director Paula C. Sampson in 2006.

AHOME Receives 2008 HAND Housing Achievement Award
Congratulations to AHOME who has received a 2008 HAND Housing Achievement Award for its work with the Fairfax County 2007 Workforce High-rise Housing Policy and Program Adoption. Each year, HAND (the Housing Association of Non-profit Developers) presents the achievement awards to recognize best practices in affordable housing projects, programs and organizations during the proceeding year. The Fairfax County Workforce Policy and Program was created by the Fairfax County Board of Supervisors in the Fall of 2007 through amendments to the Fairfax County Comprehensive Plan and Zoning Ordinance, and adoption of an associated Board Policy. The program, which germinated through the work of the High-rise Panel and the dedication of AHOME and other supporters, encourages the voluntary development of new housing affordable to a range of moderate-income workers in Fairfax County’s high-rise/high-density areas. This proffer-based incentive system provides for a density bonus of up to one unit for every workforce unit provided by a developer, with the expectation that at least 12 percent of units in new developments be affordable or workforce housing.

FCRHA Commissioner Lee Rau Receives AHOME Award
Fairfax County Redevelopment and Housing Authority Commissioner Lee Rau, a Reston resident in the Hunter Mill District, was recognized by AHOME for his leadership of the Fairfax County High-rise Panel which was the driving force behind the adoption of Fairfax County new Workforce Housing Program. Commissioner Rau lead the High-rise Panel for more than a year and a half. AHOME honored Commissioner Rau by presenting him with the President’s Award for his dedication and influence on an affordable housing policy in Fairfax at a ceremony held in March. |

Analysis of Workforce Housing and Affordable Homeownership Initiatives
The Fairfax County Board of Supervisors requested an analysis of the workforce housing and affordable homeownership initiatives in response to the January 22, 2008 Forbes.com article titled “America’s Richest Counties.” Fairfax County was named the “richest” county for the year 2007 based on its median household income of $100,318. Ten of the twenty jurisdictions ranked by wealth in the article were in the immediate Washington, DC area and its outer suburbs.

FY 2009 Budget Highlights—Affordable Housing Remains a Priority
The Board of Supervisor’s met on Monday, April 21, 2008, for their annual budget mark-up session. Based on the declining revenue stream from local real estate taxes, the FY 2009 budget process was difficult and required spending reductions as well as a three cent tax rate increase. The Board, in an 8-2 vote, agreed to fully fund the One Penny for Affordable Housing. This issue was the subject of much discussion, including a proposal to discontinue the funding. It should be noted that no funds from the One Penny will re-directed to fund staff. The Board of Supervisors officially adopts their recommended FY 2009 budget on Monday, April 28, 2008. |

Magnet Housing Program has been selected as the winner of the 2008 Thomas H. Muehlenbeck Award for Excellence in Local Government
Fairfax County’s Magnet Housing Program has been selected as the winner of the 2008 Thomas H. Muehlenback Award through the Alliance for Innovation for Excellence in Local Government. The Thomas H. Muehlenback award recognizes one local government and its program in the United States for demonstrating outstanding achievements. The Magnet Housing program was selected among 82 entries! In addition to receiving the Thomas H. Muehlenback award, three individuals may be selected to receive an internal champion award.

Reston Interfaith Launches 'HOUSE' Program With $500,000 Grant From Freddie Mac and Project-Based Vouchers from HCD/RHA
On March 31, the Board of Supervisors voted to implement its 10-year Plan to Prevent and End Homelessness, a comprehensive strategy focused on moving from "managing" homelessness to ending it using the "Housing First" model. The Housing First model calls for rapid re-housing of the homeless, with supportive services provided once the individual or family is in a unit. Fairfax County's non-profit partners are playing a critical role in implementing this strategy. Reston Interfaith, in partnership with the Fairfax County Redevelopment and Housing Authority (FCRHA) and the Freddie Mac Foundation, kicked-off its new Housing OpportUnities Strengthens Everyone (HOUSE) program on Tuesday, April 22. The Freddie Mac Foundation provided a $500,000 grant to launch the program, and the FCRHA is providing federally-funded Project-Based Vouchers. The Fairfax County Redevelopment and Housing Authority (FCRHA) will bid farewell to two members of its authority over the next couple of months. Commissioner John Litzenberger, Sully District, was appointed to serve on the Fairfax County Planning Commission effective in January. His last meeting with the FCRHA will be May 1. Commissioner Litzenberger has been a longtime supporter of community service in Fairfax County.

Conrad Egan, chair of the FCRHA, will be honored on Tuesday, March 25, 2008 at the annual Board of Supervisors Breakfast as the 2008 recipient of the Katherine K. Hanley Public Service Award. He is the fifth recipient of this prestigious award, which is bestowed annually by Leadership Fairfax, Inc. Previous winners include: Kate Hanley, former Board of Supervisors Chairman; Verdia L. On Thursday, March 6, the Fairfax County Redevelopment and Housing Authority (FCRHA) approved the submission of its Public Housing and Housing Choice Voucher Annual Plan Update for FY 2009 to the U.S. Department of Housing and Urban Development (HUD). This plan update is required by the Quality Housing and Work Responsibility Act (QHWRA) of 1998, and submission to HUD is a requirement for receipt of federal Public Housing and Housing Choice Voucher funds.

“Proffer Bill” Deferred to 2009 General Assembly Session
2/29/2008 UPDATE: The House of Delegates Rules Committee voted yesterday to continue (defer) Senate Bill 768 to the 2009 session of the Virginia General Assembly. This action comes after the bill narrowly passed the Virginia Senate over the objections of the Virginia Association of Counties, affordable housing advocates and many Northern Virginia jurisdictions, including Fairfax County. The Fairfax County Board of Supervisors Legislative Committee, with seven Board members present, voted to oppose the bill on January 18, 2008; the Board subsequently reaffirmed its opposition to the bill on several occasions.

HCD Rated High Performer Once Again!
The Fairfax County Department of Housing and Community Development has received a high performance rating for FY 2007 in the United States Department of Housing and Urban Development (HUD) Public Housing Assessment System (PHAS). HCD scored 93 out of a possible 100 points and received a perfect score of 30 points on the financial indicator for the FY 2007 audited submission. HCD has been a consistent "high-performer" since HUD created PHAS in 2002.

Chesterbrook Residences Hosts Dedication Ceremony
On Sunday, Feb. 10, Chesterbrook Residences, Fairfax County’s first mixed-income assisted living facility, hosted a dedication ceremony for the property. Containing 97 units (85 one-bedroom and 12 two-bedroom units), Chesterbrook will be home for up to 109 residents, 62 years of age and older who need assistance with at least one “activity of daily living,” such as bathing/dressing, feeding, personal care, medication coordination and monitoring of safety.

FCRHA Approves Purchase of Units at Halstead
The Fairfax County Redevelopment and Housing Authority (FCRHA), subject to the approval of the Board of Supervisors has authorized the purchase of up to four units at Halstead at the Metro I and II Development near Dunn Loring (Providence District). The property will include 445 condominiums total, twelve of those units will be Affordable Dwelling Units (ADUs). The four units approved for purchased by the FCRHA will become part of Fairfax County’s Rental Program and include 2 one-bedroom, one bath units; 1 one-bedroom, one-bath unit; and 1 two-bedroom, two-bath unit. The rents for all four units will be affordable to households make up to 50% of the Area Median Income (AMI). The remaining eight ADUs will be sold until the Fairfax County First Time Homebuyers Program. |

2/7/2008 UPDATE: Senate Bill 768, which proposes drastic changes to the land use “proffer” system and could have a significant negative impact on affordable/workforce housing in Fairfax County, passed the Virginia Senate Finance Committee on Wednesday, Feb. 6 and could be considered by the full Senate on Monday, February 11. In addition to negatively impacting affordable/workforce housing, the bill could also prevent Fairfax County from receiving contributions for schools, parks, road improvements and a variety of other vital public facilities and improvements currently produced via the proffer system. On Friday, Jan. 18, the Board of Supervisors Legislative Committee (with seven Board members present) voted to oppose Senate Bill 768.

Cuts Announced in CDBG and ESG Funding, HOME to Get Slight Increase
A reduction of more than $233,000 (3.8%) in Community Development Block Grant (CDBG) funding for FY 2009 was recently announced by HUD and will impact some affordable housing and community development initiatives funded through the program. In the past three years, cuts have resulted in more than a 13% reduction from the FY 2006 level. The Fairfax County Department of Housing and Community Development (HCD) will be analyzing the impacts that these new reductions will have on programs and services in FY 2009.

Permanent Financing Established for Three Preserved Affordable Housing Properties
In December 2007, the Fairfax County Redevelopment and Housing Authority (FCRHA) closed on permanent financing for three Affordable Dwelling Unit projects: The Bryson at Woodland Park (condominium units) and Fair Oaks Landing (townhomes) in the Hunter Mill District and East Market (condominium units) in the Springfield District. The financing for all three properties is through a low-interest $7.5 million dollar line of credit with United Bank. By utilizing the United Bank line of credit, the FCRHA maximizes its use of limited County resources; thereby, making funds available to purchase additional affordable housing projects.

James Lee Community Center Receives Award
The James Lee Community Center was awarded the Tree Planting award at the 2007 Land Conservation Awards on Friday, Jan. 18 at the Fairfax County Government Center. The James Lee Community Center (Providence District) was recognized in the Tree Conservation category for an outstanding job of replacing trees that were unavoidably destroyed due to development of the Center.

FCRHA Provides Additional Financing for Chesterbrook Residences
On January 16, 2008, Chesterbrook Residences, Inc. (CRI) closed on a $275,000 loan for Chesterbrook Residences. The funds come from the Housing Trust Fund. In addition, CRI executed an amendment to its loan agreement executed on March 2006, so that it could draw down $100,000 in funds to be used for construction. Chesterbrook Residences is an assisted living facility that opened in November 2007 in McLean, Virginia in the Dranesville District, with units that serve low income households as well as market rate units. In addition to this loan in the amount of $275,000, funding includes a Housing Trust Fund loan of $1,229,000 and a CDBG loan in the amount of $250,000. CRI also received a loan from Virginia Housing and Development Authority (VHDA) and has raised more than $1 million in donations for Chesterbrook. |

At its meeting on December 13, 2007, the Fairfax County Redevelopment and Housing Authority (FCRHA) adopted its Fiscal Year 2009 Strategic Plan – Action Plan, covering July 1, 2008 through June 30, 2009, pending final action by the Board of Supervisors on the county budget plan in April 2008. The Action Plan, which provides an overview of the major FCRHA activities and projects – and their anticipated FY 2009 outcomes – in strategic areas such as affordable housing preservation, affordable housing for seniors and persons with disabilities and other special needs, homeownership, and new affordable housing production, incorporates input and suggestions offered by residents of Fairfax County and interested organizations.

FCRHA Releases Draft FY 2009 Public Housing Authority Plan for Comment
Public Hearing on HUD-Mandated Plan Scheduled for March 6, 2008
At its meeting on December 13, 2007, the Fairfax County Redevelopment and Housing Authority (FCRHA) authorized the release for public comment of its draft Annual Plan for Public Housing and Housing Choice Voucher for Fiscal Year 2009, and the scheduling of a public hearing on the Plan. The FCRHA invites all interested residents to review and comment on the draft Plan, which is mandated by the Federal Quality Housing and Work Responsibility Act of 1998. Through this plan, the FCRHA will advise the United States Department of Housing and Urban Development (HUD), residents of FCRHA-owned housing, and the public of the FCRHA’s mission to serve the needs of low-income and very low-income families for Housing Choice Voucher and Public Housing assistance, and the FCRHA’s strategy to address those needs.

Announcement of Awarding of Project-Based Vouchers from October 2007 Applications
In October 2007, the Fairfax County Redevelopment and Housing Authority announced the availability of up to 111 Housing Choice Vouchers for Project-Based Rental Assistance (PBA) for existing housing rented to qualified households. The FCRHA ranked each application based upon weighted selection criteria giving overall priority to applications that indicated the ability to begin to use the vouchers by December 1, 2007. Vouchers were awarded to applying housing providers based on the highest total score who also met the minimum thresholds.

FCRHA Authorizes Purchase of Seven New Affordable Dwelling Units
The FCRHA has approved the purchase of up to four Affordable Dwelling Units (ADUs) at the Northampton Development in the Lee District and up to three ADUs at Stockwell Manor Development in the Dranesville District. The units at both properties will have income limits set at 70% of the Area Median Income, but rents will be affordable to households making 50% of the AMI. All units will be three-bedroom and will be added to the stock of units in the FCRHA’s Fairfax County Rental Program. |

New Acquisition Largest Ever by FCRHA
Fairfax County closed on their acquisition of Wedgewood Apartments (Braddock District) on Thursday, Nov. 28. The 672 unit property was built in phases between 1963 and 1967, and is located on 34.8 acres off of Heritage Drive in Annandale. Currently, rents are affordable to households with incomes at an average of approximately 65 percent of the Washington Metropolitan Area Median Income.

Board of Supervisors Housing, Human Services Committees to Focus on Draft Homelessness Plan
Beeman Commission Interim Report Also on Agenda
The Board of Supervisors will receive a draft Implementation Plan for consideration and discussion at a joint meeting of its Housing and Human Services Committees on Monday, November 26. The proposed implementation plan is based on a Board-endorsed blueprint to achieve the goal of ending homelessness in ten years, using the “Housing First” approach. The purpose of the meeting is to advance the dialogue on homelessness to discussion of key elements and changes needed for the current system to shift from “managing homelessness” to a system of “ending homelessness.” It is anticipated that the final Implementation Plan will be presented for consideration and adoption to the Board in March 2008.

Fairfax County Housing Choice Voucher Program Earns Perfect Score—Plus!
The Fairfax County Department of Housing and Community Development has been awarded a better than perfect score in the U.S. Department of Housing and Urban Development’s Section 8 Management Assessment Program (SEMAP). HCD scored 150 points out of a possible 145 points—gaining bonus points for the agency’s performance. This 103% rating designates HCD as a high performer under the SEMAP system.

The Fairfax County Redevelopment and Housing Authority (FCRHA) has awarded a total of $368,608 in FY 2008 HOME Program Community Development Organization (CHDO) funds to RPJ Housing and Reston Interfaith Housing Corporation to acquire affordable housing for low income families in Fairfax County. The award of $224,250 to RPJ Housing will be used to acquire one single family detached house to serve a large (5 or more person) household with very love income (below 30% of the Area Median Income). The award of $144,358 to Reston Interfaith will be used to purchase one unit for a household is below 50% of the Area Median Income. The affordability period of both units will be for at least a minimum period of 30 years. |

Board Adopts Workforce Housing Zoning Ordinance Amendment and Related Policy

On Monday, Oct. 15. 2007, the Board of Supervisors adopted an amendment to the Fairfax County Zoning Ordinance, and an associated Board Policy, providing an administrative mechanism for the county’s new Workforce Housing Program. In the Sunday, Sept. 30, edition of the Washington Post an article appeared which characterized Fairfax County public housing as serving “hundreds of families” with high incomes. This article portrayed an inaccurate description of the county’s Public Housing program. While the headline implied that Fairfax County serves the rich, the article clearly acknowledges that 99% of our Public Housing Program serves those with low and moderate incomes. Fairfax County is meeting its mission-- the median income of those in Public Housing is $16,404. Community Action Advisory Board Issues “State of the Poor” Report
Document Highlights Challenges Facing Fairfax County’s Low-Income Population
The Fairfax County Community Action Advisory Board (CAAB) has published its new “State of the Poor” report for 2007. Drawing from a variety of data sources, CAAB’s report looks at the county’s low-income population from a number of perspectives, including poverty, self-sufficiency, employment, health and housing, among others. The report cites Census data stating that five percent of Fairfax County’s population – or about 51,544 people – were living in poverty in 2005. The report defines poverty as a family of four earning less than $20,650 per year in 2007.

On Monday, September 24, 2007, the Board of Supervisors adopted amendments to the Fairfax County Comprehensive Plan, creating a new Workforce Housing Program. These amendments effectively implement, as policy, the major recommendations of the Board-appointed High-rise Affordability Panel. This groundbreaking action by the Board is expected to significantly increase the amount of housing produced that is affordable to a range of moderate-income workers in Fairfax County.

VHDA Plans Could Severely Impact the Use of 40% Tax Credits
The Virginia Housing Development Authority (VHDA) is planning to recommend to its Board in November that 4% low income housing tax credits not be awarded to projects that include permanent and construction tax-exempt bond financing where the construction bond financing is greater than the permanent bond financing. The tax credit program requires that, in order to be eligible for tax credits, the costs financed through tax-exempt bonds must be at least 50% of the total eligible basis and land costs.

FCRHA Considering an Allocation of Project-Based Housing Choice Vouchers
At its Sept. 20 meeting, the FCRHA will consider a proposal to convert up to 111 Section 8 rental subsidy vouchers to project-based. Under new federal regulations, interested developers must compete for an allocation of the vouchers. The project-based vouchers are especially useful to the owners/developers of affordable housing as the rental subsidy stays with the property.

Homestretch Preserves Units in Falls Church
In July 2007, Homestretch acquired two condominium units in the Falls Church area. Homestretch is a nonprofit that has been providing transitional housing and supportive services to low-income homeless families throughout Fairfax County since 1990. Homestretch acquired the two bedroom condominiums with the aid of $125,000 per unit in Community Development Block Grant (CDBG) funds. The funds were awarded to Homestretch through the Consolidated Community Funding Pool, a two-year competitive funding cycle combining County general funds and CDBG. Homestretch will use the units to house two homeless families. |

Re-Election of FCRHA Chairman and Vice-Chairman
At their annual meeting in July 2007, the Fairfax County Redevelopment and Housing Authority re-elected Commissioner Conrad Egan, Providence District, and Commissioner Ronald Christian, Braddock District, as chairman and vice-chairman respectively. This will be the sixth term for both the chairman and vice chairman. Conrad Egan is the President and CEO of the National Housing Conference. Ronald Christian is Director of Lutheran Housing Services. |

Report Details Incomes Served, Budgeted Funding for FY 2007
At the request of the Board of Supervisors, the Fairfax County Department of Housing and Community Development (HCD) has developed a report on the county’s affordable housing programs and funding sources. The report, “Analysis and Matrix of Fairfax County Affordable Housing Programs and Funding Sources”, includes an overview of the incomes served by Fiscal Year 2007 funds, and a matrix detailing all of the county’s major affordable housing programs, the incomes they serve, and the funding for each program in FY 2007.

Reappointments to the Fairfax County Redevelopment and Housing Authority
Fairfax County Redevelopment and Housing Authority (FCRHA) Vice-Chairman Ron Christian, Braddock District, and Commissioner Marty Dunn, Dranesville District, have been reappointed to the FCRHA by their respective Board of Supervisors members. Commissioner Christian was originally appointed to the FCRHA in April 1999. Commissioner Dunn was appointed to the FCRHA in August 1997. |

FCRHA Approves Partial Funding for Olley Glen
At their meeting on June 21, the FCRHA authorized, subject to approval by the Board of Supervisors, the reallocation of funds up to $1,891,476 million for partial financing for the development of Olley Glen in the Braddock District. Olley Glen is the third phase of construction on the Little River Glen Campus, which already includes 120 units of independent senior living, a senior center, adult day health care and Braddock Glen Assisted Living facility.

Funds Approved for Two Local Non-Profits for Acquisition of Affordable Housing
Two local non-profits, Robert Pierre Johnson Housing Development Corporation and Good Shepherd Housing and Family Services were recently awarded CDBG funding for the acquisition of additional affordable housing units in the county. RPJ was awarded $450,000 in CDBG funds, which they will use to purchase a property to be used as a single-room occupancy group home for persons suffering from chronic mental illness and whose income is 30% of the Area Median Income (AMI) or below. Good Shepherd Housing and Family Services was awarded $652,000 in CDBG funds and will use the funds to acquire five units for affordable housing in the Richmond Highway area. The units will be rented to households that are very-low and low to moderate income and are now either homeless or are on the verge of becoming homeless. |

Paula Sampson Appointed to the Steering Committee for the ULI Workforce Housing Terwilliger Center
In the largest individual contribution ever made to the Urban Land Institute, developer Ronald Terwillger of Trammell Crow Residential, has committed $5 million to create the ULI Terwilliger Center for Workforce Housing. The center will identify innovative solutions to barriers to affordable workforce housing and address ways to promote its development. Plans call for the Center to create models of mixed income workforce housing design, development and financing that can be replicated nationwide. Initially, the Center will focus on three markets—Atlanta, Washington, D.C. and southeast Florida. Paula Sampson, Director of the Fairfax County Department of Housing and Community Development has been named to the Steering Committee for the Washington area along with private developers, experts in the real estate industry, homebuilders, regional non-profits and representatives from Montgomery County and the District. |

Leverage : The Key to Understanding the Success of the One Penny
Entering into its third fiscal year, the Penny for Affordable Housing Fund has proven to be a successful and effective tool for preserving affordable housing units for a wide variety of Fairfax County families. The Penny Fund was adopted by the Board of Supervisors with the intent of serving a range of incomes—the very low income (50% of the Area Median Income {AMI} and below) and low income (60% of the AMI), to workforce housing (up to 100% of the AMI) and first-time homebuyers (120% of the AMI). The FCRHA Refinances Cedar Ridge Apartments in Order to Undertake Extensive Rehabilitation
On March 29, 2007, the FCRHA refinanced the bonds on the Cedar Ridge Apartments, a 198 unit low income apartment complex located in Reston, Virginia. A combination of the bond proceeds, low income housing tax credit equity, and limited county funds are being used to refiance the existing debt on the property and undertake approximately $4.6 million in rehabilitation on the property.

$5 Million in Additional SPARC Funds Available to First-Time Homebuyers
The Virginia Housing Development Authority (VHDA) has awarded the Fairfax County Department of Housing and Community Development $5 million in half percent SPARC funding. These funds are available to eligible first-time homebuyers on a first come, first serve basis, contingent on submission of a ratified sales contract on a home in Fairfax County. This award was granted to supplement $13 million in SPARC funds already awarded to Fairfax County, which has assisted 62 homebuyers since February 2006.

The Residences at Government Center Moves Forward
On Thursday Jan. 18, a pre-proposal conference was held for the request for proposal to enter into a Public –Private Partnership contract for the construction and operation of “The Residences at the Government Center.” Approximately, 75 interested parties attended the meeting, a large number of which also toured the site. Successful Preservation of Priority Property
On December 18, 2006, the FCRHA closed on financing in the amount of $5,000,000 from the Penny for Affordable Housing Fund through the Affordable Housing Partnership Program (AHPP) to be used for the acquisition, preservation, and rehabilitation of Sunset Park Apartments, a 90-unit project located in the Mason District. AHC, Inc., a regional no-profit, purchased the property and formed a subsidiary, AHC Limited Partnership - 15 which will be the owner.

More Preservation at Hollybrooke
On December 18, 2006 the FCRHA issued tax-exempt bonds in the amount of $6,500,000 and provided $3,100,000 in financing from the Penny for Affordable Housing Fund through the AHPP for the acquisition, preservation, and rehabilitation of 50 units at Hollybrooke III Condominiums located in Falls Church in Mason District.

FCRHA Agreement with United Bank Gives Authority More Flexibility for Affordable Housing Financing
The Fairfax County Redevelopment and Housing Authority (FCRHA) has entered into an agreement for a $7.5 million tax-exempt line of credit from United Bank to be used for permanent financing of FCRHA-owned rental units. Typically, the FCRHA purchases units offered for sale by developers using interim financing.

FCRHA to Renovate Cedar Ridge Apartments
The Fairfax County Redevelopment and Housing Authority (FCRHA) has approved the issuance of $13.5 million in tax-exempt and taxable multifamily revenue bonds to refinance and rehabilitate the Cedar Ridge Apartments in the Hunter Mill District. Cedar Ridge is a 198-unit property that was purchased by the FCRHA in 1995.

Kerrie Wilson, Executive Director of Reston Interfaith, Receives Distinguished Award
Kerrie Wilson, Executive Director of Reston Interfaith, has been awarded the Meyer Foundation’s 2006 Exponent Award. The award recognizes strong and effective nonprofit leaders with a track record of accomplishment who have the potential for future growth and development. The award honors up to five leaders each year, and the organizations of award recipients receive a two-year grant of $100,000 to use for leadership development. A community leader, Kerrie has been an integral part of the Fairfax County Affordable Housing Advisory Committee and to the county’s mission to address the lack of affordable housing within its community.

FCRHA to Break Ground for Construction at Glenwood Mews
The Fairfax County Redevelopment and Housing Authority (FCRHA) will soon begin construction on 17 affordable townhouse units at Glenwood Mews (Lee District) by the end of 2006. The project is located at the intersection of Telegraph Road and Old Telegraph Road and will include 15 townhouses that will provide affordable living to nurses and healthcare providers in training with Inova Health System through a partnership with the FCRHA as part of the county’s Magnet Housing program.

Affordable Housing for Moderate Income Families: GMU Study Examines the Challenge in Fairfax County
On September 22, 2006, George Mason University Professor John McClain made a presentation to the County’s Affordable Housing Advisory Committee on a recently concluded study by GMU’s Center for Regional Analysis, which looked at the current definition of “moderate income” used to determine eligibility for a variety of housing programs and services in the County. The study was commissioned by the Fairfax County Department of Housing and Community Development.

Highlighting the Important New FCRHA Partnership with Fairfax County Schools and Government
A serious problem exists in Fairfax County where the high cost of housing has prevented school teachers, county employees, including public safety workers and other critical professions, from living in the county where they work. In an attempt to address this challenge, the Fairfax County Redevelopment and Housing Authority (FCRHA) entered into partnerships with some key county employers to provide affordable rental housing under the new Magnet Housing Program.

Board Considers Lifting Freeze on Property Tax Exemption
On September 11, the Fairfax County Board of Supervisors approved holding a public hearing to hear community response to potentially reinstating the tax exemption for properties owned by non-profit organization for charitable purposes. While the County is considering putting the mechanism in place to allow exemptions, financial considerations will drive whether or not the existing moratorium is actually lifted.

Fairfax County Redevelopment and Housing Authority Issues Permanent Financing for Two Projects in the County
The Fairfax County Redevelopment and Housing Authority (FCRHA) has issued $8,065,000 in permanent financing in the form of tax-exempt revenue bonds to finance the cost of construction for Southgate Neighborhood Community Center in the Hunter Mill District and Braddock Glen Adult Day Health Care Center in the Braddock District. The bonds were issued by the FCRHA and the County will pay the debt service on the bonds and also all operating and maintenance costs of the two facilities.

FCRHA Closes on First HELP Loan
The Fairfax County Department of Housing and Community Development launched the Homebuyer Equity Loan Program (HELP) in June 2006. HELP was implemented to assist low-income homebuyers to purchase market-rate single family housing in Fairfax County. Under HELP, income-eligible applicants can receive the greater of six percent of a unit’s sales price or up to $10,000 in HUD American Dream Downpayment Initiative (ADDI) funds for downpayment and closing cost assistance. Eligible applicants can also receive up to $70,000 in HUD HOME Investment Partnerships Program funds in the form of a second mortgage to finance the gap between their first trust and the sales price.

At its annual meeting on Thursday, July 27, the Fairfax County Redevelopment and Housing Authority (FCRHA) unanimously re-elected Conrad E. Egan and Ronald F. Christian as Chairman and Vice-Chairman, respectively, of the FCRHA. Mr. Egan, who represents the Providence District, is President and CEO of the National Housing Conference in Washington, D.C. Mr. Christian, who represents the Braddock District on the FCRHA, is Director of the Lutheran Housing Services, Northern Virginia. This will be the sixth term for both. |

Herndon Senior Center Receives Exceptional Design Award
The Herndon Senior Center has been awarded a Fairfax County Exceptional Design Award. One of six sites in the county selected for this award, the Herndon Senior Center was developed by the Fairfax County Redevelopment and Housing Authority and designed by architectural firm Cunningham | Quill. While the Herndon Senior Center is a lively hub of activitiy for area seniors and the adjacent Herndon Harbor Housing senior apartments, the facility was carefully designed to be the centerpiece of the revitalization of Fortnightly Boulevard.

Fairfax County Wins Award for Preservation Initiative
Fairfax County has been awarded the prestigious Virginia Association of Counties (VACo) Achievement Award for the Affordable Housing Preservation Initiative. The Initiative was selected for this award based on its innovation, model practices and collaboration. The VACo Achievement Awards recognize the best in county government programs. The VACo Achievement Awards is a competitive program open to local government members of the association. Out of 41 projects nominated this year, 15 received awards. The award-winning submissions will be displayed and representatives from each of the counties will receive a certificate at an official ceremony during VACo’s 2006 Annual Conference in November.

FCRHA Approves Funds to Purchase Additional Handicap Accessible Units
The Fairfax County Redevelopment and Housing Authority has authorized reallocation of funds from the HOME program for partial financing of the purchase of two affordable dwelling units at The Village at Lorton Valley in the Mount Vernon District. The two units will be handicap accessible and will be affordable to households at 30% of the Area Media income. The homes will be rented by qualified families through the Fairfax County Rental Program. |

Good Shepherd Housing Acquires Two Units for Preservation
In June, Good Shepherd Housing acquired two units in the Alexandria area of Fairfax County to be preserved as affordable housing. Located on Audubon and Beekman Avenues, the units will be rented to low income households (60% or below of the Area Median Income) as part of Good Shepherd’s Apartments, Budgeting, Counseling (ABC) Rental Program.

The Department of Housing and Community Development is pleased to report that approximately $18 million has been expended/obligated from the Housing Trust Fund in the current year. Another $5.5 million has been earmarked for projects. This leaves a balance in the Fund of $738,896 for new projects. An additional $1.85 million will become available in FY 2007.

Herndon Harbor House Brings Home the Gold
The Fairfax County Redevelopment and Housing Authority’s Herndon Harbor House project, in connection with the Fortnightly Boulevard development, have been selected by HAND to receive the 2006 Housing Achievement Award for Community Life Program for Northern Virginia. Proposed HUD Budget Would Slash CDBG
Congress has received the fiscal 2007 U.S. Department of Housing and Community Development (HUD) budget proposal from President Bush. The budget includes increases in funding for programs such as Housing Choice Voucher, HOME and homeless assistance programs, but includes dramatic decreases in funding to programs such as community development, public housing and housing for the elderly and disabled.

County Executive Presents FY 2007 Budget to the Board of Supervisors
Fairfax County Executive Anthony H. Griffin has proposed a $3.2 billion budget for FY 2007, an increase of 2.74 percent over the current budget. The proposed budget includes an $85.88 million increase in the county’s operating transfer to Fairfax County Public Schools and includes the funding for the One Penny for Housing, but does not increase that allocation to the value of two pennies of the real estate tax as was recommended by the Affordable Housing Preservation Advisory Committee.

Board Amends the Zoning Ordinance to Extend ADU Price Controls
On February 27, 2006, the Board of Supervisors implemented one more of the recommendations made last year by the Affordable Housing Action Committee. The Board revised the Affordable Dwelling Unit (ADU) Program provisions contained in the Zoning Ordinance. The most significant changes are related to the covenant, price and financing controls of both ADU rental and ownership housing.

Fairfax County Preserves Affordable Housing in Reston
WINKLER PROPERTY TO BE PURCHASED BY THE COUNTY
The Fairfax County Board of Supervisors announced a major milestone in its goal to preserve affordable housing by stepping in and purchasing Crescent Apartments in Reston. The purchase, approved by the Board at its February 6, 2006 meeting furthers the county’s mission to preserve at least 1,000 units of affordable housing before the end of 2007, bringing the total number of units preserved to date to 846.

Proposed ADU Ordinance Amendments
A number of significant changes to the Affordable Dwelling Unit Ordinance have been approved for public hearing by the Board of Supervisors. The first hearing is before the Planning Commission at 8:15 p.m. on Wednesday, January 18th, 2006 and the final and decisive hearing is before the Board of Supervisors on February 27, 2006 at 4:30 p.m.

Non-profits Acquire Affordable Housing Units Using HOME Funds
Using federal HOME funds awarded by Fairfax County government, three local non-profits, including Wesley Housing Development Corporation, Homestretch, Inc., and Reston Interfaith have purchased 11 affordable units and will maintain them as affordable rental housing in the county. After hearing about families coming to Fairfax County from Louisiana and Mississippi after Hurricane Katrina, many apartment owners, churches and individuals responded by offering to provide emergency housing to evacuees. Sleepy Hollow United Methodist Church, located in the Braddock District of Fairfax County, decided they wanted to help.

FCRHA Closes on Deal to Extend Affordability of Hunting Creek Townhomes
On Monday, Sept. 26 the Fairfax County Redevelopment and Housing Authority closed on a purchase agreement with AHP Virginia, LLC, a local for-profit affordable housing developer, that conveys ownership of the Hunting Creek property to AHP Virginia and extends the term of affordability on the property’s 35 two-to four-bedroom townhouse units until 2038.
