Board of Supervisors Endorses “Housing Blueprint”
New Policy Focuses on Homeless, Special Needs, Reducing Waiting Lists, Workforce Housing

On Tuesday, Jan. 26, the Fairfax County Board of Supervisors formally endorsed the “Housing Blueprint”, a comprehensive new affordable housing policy developed collaboratively by county agencies, advocates and non-profit organizations.

The Housing Blueprint represents a shift in emphasis for the county’s affordable housing policies. Per the Board’s direction, the Blueprint focuses on providing housing for those with the greatest need, including homeless families and individuals, persons with disabilities, people with extremely low-incomes (earning 30 percent of the Area Median Income and below). The Blueprint also emphasizes partnering with the county’s non-profit community to provide creative affordable housing solutions, the refocusing of existing resources, and fostering the development of workforce housing through land use policies and public/private partnerships.

The Blueprint has four goals:

  • To end homelessness in 10 years;
  • To provide affordable housing options to those with special needs;
  • To reduce the waiting lists for affordable housing by half in 10 years; and
  • To produce Workforce Housing sufficient to accommodate projected job growth.

To achieve these goals, the Blueprint establishes a set of specific metrics for Fiscal Year 2011 using a combination of existing resources and up to $10.1 million in additional county funding. Recognizing the challenging budget decisions facing the Board in FY 2011, the Fairfax County Affordable Housing Advisory Committee, in concert with the Fairfax-Falls Church Community Services Board and the Fairfax County Redevelopment and Housing Authority (FCRHA) has made priority recommendations regarding the county funds requested for Blueprint projects and programs. The Board will consider these recommendations as part of the FY 2011 budget process.
