Friday, April 17, 2009 Opening of Public Comment Period To all interested agencies, groups and persons: The purpose of this notice is to provide an opportunity for public comment on a proposed amendment to the Fairfax County Consolidated Plan One-Year Action Plan for FY 2009 to incorporate funding and activities under the new Homelessness Prevention and Rapid Re-Housing Program (HPRP). The HPRP was established under Title XII of the American Recovery and Reinvestment Act of 2009. HPRP funds are resources provided by the U.S. Department of Housing and Urban Development (HUD) to provide financial assistance and services to prevent individuals and families from becoming homeless or help those who are experiencing homelessness to be quickly re-housed and stabilized. The provision of this opportunity for comment is in accordance with the county’s Citizen Participation Plan for substantive amendments to the Consolidated Plan. The Consolidated Plan is a requirement of HUD as a condition of receiving certain federal funding. The Plan identifies Fairfax County’s overall needs for affordable and supportive housing, for homeless shelters and services, for community and economic development, and for building public and private partnerships. The proposed program modifications utilizing HPRP funds will have no adverse impact on any of the projects and activities already a part of the One-Year Action Plan for FY 2009. PROPOSED CHANGES Use of HPRP Funds: Fairfax County is expected to be awarded $2,462,398 under the HPRP federal allocation formula. Of these funds, 5 percent (or $123,119) is allowed for administrative costs, and approximately 3 percent ($79,279) is proposed for meeting HUD data collection and reporting requirements. The primary activities are the homelessness prevention and rapid re-housing components. These activities begin implementing objectives identified in the Board approved Plan to Prevent and End Homelessness, and are key components of the Housing Opportunities Support Team strategy articulated in the Plan. Specific services include (but are not limited to) rent and utility assistance, deposits, housing search and community-based case management.
