FAIRFAX COUNTY REQUEST FOR PROPOSALS (RFP)       
Silver Lining Plus Foreclosure Purchase Program for Non-Profits

The Fairfax County Dept. of Housing and Community Development (HCD) announces the availability of $1,000,000 in funds under the federal Neighborhood Stabilization Program (NSP) to address the current foreclosure problem and help stabilize impacted neighborhoods in Fairfax County. This is a request for proposals for acquisition and rehabilitation projects only. Service and housing administrations proposals will not be accepted. Properties must be acquired within designated areas of greatest need as identified in the RFP. Funding may be provided to non-profits to acquire and rehabilitate foreclosed properties for the purpose of providing rental housing for low-income households at 50% or below Area Median Income (AMI). Funding will be provided in the form of deferred, no interest loans. Cost recovery allowances are allowed up to $10,000 in the form of grants. Additional funds are available for rehabilitation under the Home Improvement Loan Program. 

CRITERIA: Project proposals must show evidence of financial feasibility and the ability to leverage NSP funds with other funds to acquire property 15% below the fair market appraised value.  Preference will be given to proposals that: (1) Serve the greatest number of extremely low income households or 30 % or below Area Median Income; (2) will result in affordable housing that are accessible to persons with disabilities and/or others with special needs; and (3) can be completed within a 9-month timeframe after receipt of award.
