Board of Supervisors Approves Proposed Comprehensive Agreement With JPI for Development of The Residences at the Government Center
On Monday, Dec. 8, the Fairfax County Board of Supervisors approved the proposed Comprehensive Agreement with JPI Development Services, L.P. for the development and operation of “The Residences at the Government Center”. Under the contract to the ground lease, over the next 24 months, JPI will develop the designs, prepare the site plan and go through the process of seeking zoning and site plan approvals from Fairfax County for the development. This process will include public hearings and another open house hosted by JPI which will be scheduled in 2009.
The Residences at the Government Center will represent the first public/private venture of the County to utilize county-owned land to develop affordable housing. Fairfax County received solicited proposals for the development and operation of the Residences at the Government Center from November 2006 until February 2007 through the Request for Proposal (RFP) process. The RFP sought qualified developers to develop, construct and operate an innovative, high-quality, mixed-income, rental housing community via a ground lease on a portion of the county’s 86.4 acre Government Center Campus for workforce housing. The county received six proposals in response to the solicitation, and a proposed comprehensive agreement, ground lease, and a contract to ground lease were negotiated for the development, construction and operation of “The Residences at the Government Center” with JPI Development Services, L.P.
The conceptual layout of the Project consists of approximately 270 apartment units in a 4-story configuration, with a parking garage located in the middle of the residential buildings. The proposed unit mix includes 39 studio apartments, 123 one-bedroom apartments, 93 two-bedroom apartments and 15 three-bedroom apartments. The Project, as currently planned, includes approximately 433 parking spaces. The affordability of units, by percentage of Area Median Income, at Residences at the Government Center is anticipated to be as follows:

The project is proposed to have an extensive community amenities package including a conference room, landscape courtyards, a leasing/management office and a community room available for use by Fairfax County. The apartments will be developed utilizing Green Building Technology.
