Department of Housing and Community Development Appoints New Deputy Director of Real Estate

The Fairfax County Department of Housing and Community Development (HCD) is proud to announce the appointment of John Payne, A.I.A., as Deputy Director of Real Estate.  Mr. Payne has been with HCD for 27 years, having served as Director of Design, Development and Construction; Director of Revitalization and Real Estate Planning; and Acting Deputy Director of Real Estate. He previously served as a development officer, overseeing the construction of Little River Glen and was a rehabilitation specialist in the Housing Improvement Loan Program. Mr. Payne is a licensed Architect in the Commonwealth of Virginia and has over twenty-five years experience in affordable housing.  A graduate of Virginia Tech, he has worked in private practice as an Architect and in public service.  He played a key role implementing the “One Penny” fund that has resulted in leveraging funds and acquisitions to preserve more than 2200 units of affordable housing since 2004.  His expertise in land use and development facilitated the county’s effort to adopt a work force housing program that has resulted in the land use approval of over 700 units of workforce housing, to be developed by the private sector.
