February 29, 2008 HCD Rated High Performer Once Again! The Fairfax County Department of Housing and Community Development has received a high performance rating for FY 2007 in the United States Department of Housing and Urban Development (HUD) Public Housing Assessment System (PHAS). HCD scored 93 out of a possible 100 points and received a perfect score of 30 points on the financial indicator for the FY 2007 audited submission. HCD has been a consistent "high-performer" since HUD created PHAS in 2002. PHAS measures the performance of Public Housing Authorities (PHA) using HUD standards to help ensure the success of the PHA programs. The PHAS score is comprised of assessments of four major operational areas - physical (30 points), financial (30 points), management (30 points), and resident satisfaction (10 points).
