FCRHA Adopts FY 2009 Strategic Plan – Action Plan
Housing Authority Annual Work Plan Guides Efforts in High-Priority Strategic Areas

At its meeting on December 13, 2007, the Fairfax County Redevelopment and Housing Authority (FCRHA) adopted its Fiscal Year 2009 Strategic Plan – Action Plan, covering July 1, 2008 through June 30, 2009, pending final action by the Board of Supervisors on the county budget plan in April 2008.  The Action Plan, which provides an overview of the major FCRHA activities and projects – and their anticipated FY 2009 outcomes – in strategic areas such as affordable housing preservation, affordable housing for seniors and persons with disabilities and other special needs, homeownership, and new affordable housing production, incorporates input and suggestions offered by residents of Fairfax County and interested organizations. 

In fall 2007, the Department of Housing and Community Development (HCD) participated in a wide variety of meetings and other events in that provided the critical input needed to form the FY 2009 Strategic Action Plan.  A Non-profit Dialogue event focusing on the draft FY 2009 Strategic Action Plan was held on October 29, 2007.  Comments received via the Non-profit Dialogue were considered and, where appropriate, incorporated into the Plan.  HCD thanks the organizations that participated in this important discussion, including Good Shepherd Housing, the Northern Virginia Affordable Housing Alliance, the Lorton Community Action Center, Reston Interfaith, the Northern Virginia Resource Center for the Deaf, the Brain Foundation, New Hope Housing, Northern Virginia Family Service, the Community Services Board and the City of Falls Church.

The FCRHA adopted its five-year Strategic Plan in June 2004 for the period from July 1, 2005 through June 30, 2010.  Each year, the FCRHA adopts a one-year Action Plan to outline how the FCRHA and HCD will meet the goals of the Strategic Plan and the HCD Vision, in response to current trends and needs, and within available resources.

Highlights of the FY 2009 Action Plan include:

  1. Permanent financing of Wedgewood Apartments, a 672-unit rental complex acquired and preserved as affordable housing by Fairfax County in November 2007 (Braddock District).
  2. Identification of additional development options for the Fairfax County-owned Crescent Apartments (Hunter Mill District).  
  3. Preservation of nearly 300 units of affordable housing by direct FCRHA purchases, or the acquisition of units by other affordable housing developer though FCRHA financing.
  4. Implementation of Fairfax County’s new Workforce Housing Program. 
  5. Identify opportunities to provide specialized rental housing, consistent with the goals of the Countywide 10-Year Plan to Prevent and End Homelessness. 
  6. Construction of Olley Glen, 90 units of independent living on the Little River Glen campus (Braddock District). 
  7. Rehabilitation/modernization of over 350 FCRHA-owned Public Housing units. 
  8. Continuing implementation of HUD-mandated project-based budgeting and management, including evolution to on-site management facilities at FCRHA-owned Public Housing properties and deployment of property managers. 
  9. Incorporation of Universal Design into FCRHA-owned new construction and rehabilitation projects, and to increase the number of affordable accessible units.
  10. Continuation of the Partnership for Permanent Housing Program, assisting up to 25 families living in Fairfax County homeless shelters in moving into transitional housing, permanent housing, and onto homeownership in five years. 
  11. Continuation of the highly-successful First-Time Homebuyers program.
